FHI 360 is currently recruiting for the position of Youth Engagement and Governance Team Lead for an anticipated five-year USAID project, Bridget Youth Connect (BYC) Activity, focused on creating improved skills and economic opportunities for young women and men in Niger and Burkina Faso. BYC is one of several activities supporting USAID’s Bridge Project devoted to addressing the development challenges that are drivers of recruitment for violent extremism in the Sahel.  The Youth Engagement and Governance Team Lead will be based in Niamey, Niger.

Job Summary:

The Youth Engagement and Governance Team Lead will lead FHI 360’s contribution to the Bridget Youth Connect project. S/he will oversee the technical implementation of activities in Niger and Burkina Faso under Objective 3: “Engage youth and youth groups in local governance structures that will contribute to their own development needs.” In addition, the team lead will be responsible for ensuring that approaches to ensure conflict sensitivity and prevention of violent extremism are integrated across the project. The Team Lead will report to the Chief of Party, and to the home office Program Manager, and will supervise a team of approximately 15 technical, finance, grants, and administrative staff in Niger and Burkina Faso.  S/he will be responsible for managing relationships with local implementing partners involved in the FHI 360-led activities, and will ensure timely progress against schedules, achievement of deliverables, and quality of results. As FHI 360’s primary technical representative on the project team, the Team Lead will also perform representational functions and ensure a strong working relationship with the prime contractor.  The Team Lead will have technical experience in the areas of youth engagement, governance, preventing and countering violent extremism, and/or conflict sensitivity and conflict mitigation, as well as strong management and communication skills. The Team Lead will be based in Niamey, Niger.

Primary Responsibilities:                            

  • Assist the BYC Chief of Party with activity planning and management, and ensure FHI 360 compliance with subaward requirements;
  • Management of deadlines, drafting of reports, maintenance of records, and monitoring achievement of benchmarks in the subaward;
  • Creating and maintaining positive and strong working relationships with the prime and local partners and counterparts;
  • Manage and supervise FHI 360’s long-term technical staff and short-term advisors on the project in a respectful and transparent manner, ensuring achievement of project results;
  • Report to, and communicate with, the project management team in FHI 360’s West Africa and Middle East Regional Office (WAMERO) and the technical team in FHI 360’s DC-based Civil Society and Peacebuilding Department;
  • Support coordination and facilitation of component activities in the target areas, and ensure high technical quality of FHI 360-led activities under Objective 3;
  • Supervise the finance, grants and administrative team, ensuring efficient and compliant management of finances, grants, procurement, and administration; and
  • Coordinate provision of short-term technical assistance by relevant technical experts.

Minimum Requirements:

  • 8 years of experience managing complex international programs (implementation, logistics, budgeting, staffing), preferably those funded by USAID.
  • Excellent verbal and written communication skills.
  • Fluency in French; Proficiency in speaking, writing, and reading English preferred;
  • Master’s degree or international equivalent in a relevant field such as international development, human development, political science, or related fields;
  • Proven leadership and organizational skills to successfully manage and coordinate; proven human resource management skills;
  • Experience implementing and providing technical assistance to youth engagement, youth development, community engagement, and/or preventing violent extremism and conflict resolution;
  • Ability to develop and foster relationships with diverse local counterparts including government representatives, civil society organizations, donors, and donor-funded implementers;
  • Highly desired:  grants project management experience and familiarity with USAID programming, rules and regulations highly desired;
  • Sound knowledge of social, political, and conflict dynamics in Niger and Burkina Faso.
