Help a Child (HaC) is a Christian international NGO specialized in community development
with its headquarters in the Netherlands and operating in Burundi since 2008. Founded in
1968, HaC’s mission is to improve the wellbeing of children living in poverty and crisis
through supportive communities. Principal sources of income are child & family
sponsorship, foundations and institutional donors. HaC’s strategy is to empower
marginalized children, youth, parents and the broader community and other stakeholders,
mainly through a Self Help Group approach. Main interventions are focused at early
childhood development, education, (agricultural) vocational training and economic
development, with special attention for the position of girls and women, and children’s
rights.

For the implementation of the new programme ‘Building Bridges in Burundi’, financed by the Dutch Ministry of Foreign Affairs under the Addressing Root Causes fund (ARC), Help a Child collaborates in a consortium with three other consortium members: Mensen met een Missie, American Friends Service Committee and Cord. Together with 10 local Burundian implementing partners the consortium aims to improve social cohesion, human security, and resilience for Burundian youth and local communities.

Position

HaC Burundi is currently recruiting the Youth & Work Coordinator. He/she will be responsible for overseeing and guiding the implementation of the Youth & Work interventions as part of the ‘Building Bridges in Burundi’ program as well as supporting new program development. This will include building the capacity of local partners. Further, the Youth & Work Coordinator will represent the organization in professional networks, towards donors and relevant government departments, and play a role in proposal development and fundraising. The successful candidate will be passionate about youth development with a strong understanding of how markets can work for young people especially within rural areas.

Job Responsibilities

Program Management

  • Develop Youth & Work program plans and implement the plans in close cooperation with our local partners;
  • Project design and proposal development which may include conducting needs assessments, market surveys, youth assessments and value chain analysis;
  • Monitor and evaluate implementation of field activities to ensure that interventions are compliant with the standards and principles of not only the organization, but also of the Burundi government and the donor;
  • Contribute to developing and reviewing of Youth & Work monitoring and evaluation systems.

Networking and Partnership Management

  • Develop and maintain good relations with relevant government departments at national and district level;
  • Determine and assess the need to join appropriate networks of project-related experts and influential groups;
  • Develop strong relationships with existing and potential donors in the youth sector to promote Youth & Work approaches and results and to pursue funding opportunities so as to attract adequate funding for the program;
  • Develop and maintain relationships with private sector players, i.e. micro finance institutes and companies involved in agro-processing;
  • Identify, develop and recommend programs for potential partnerships. This includes attending learning workshops, organizing joint field visits with other parties and participating in professional events on Youth & Work.

Capacity Building and Organizational Learning

  • Build knowledge and technical capacity of implementing partners to implement and monitor quality youth & work interventions;
  • Conducting capacity assessments, providing training and coaching to partners on youth entrepreneurship, agribusiness, private sector engagement, innovative use of ICT in youth programming among other areas;
  • Planning for organizational reflection and learning opportunities, such as special impact studies, after action reviews, and partners’ meetings, organizational learning surveys;
  • Support in developing knowledge related to Youth & Work, including incorporating research design and methodologies in project design and management.

Qualifications and Experience

We are a looking for a candidate with the following qualifications and experience:

  • Master in Development studies, Agribusiness, Economics or other relevant field;
  • 3-5 years of progressive experience managing multi-year programs in the area of youth employment;
  • Minimum of 5 years of agribusiness experience (engaging the private sector would be an asset);
  • Significant experience and strong technical skills in the field of entrepreneurship, Small and Medium Enterprises (SMEs) and job creation;
  • Experience working with youth would be an asset;
  • Strong understanding of value chains and workshop/job based youth technical vocation;
  • Experience with proposal development and fundraising;
  • Ability to set and achieve clear objectives and deadlines;
  • Passion for innovation, research, technology and entrepreneurship;
  • Self-starter, results driven and motivated by a sense of performance excellence;
  • Strong communication and networking skills;
  • Excellent command of the French and English language;
  • Full support for the vision and mission of Help a Child and Help a Child’s Christian values.

The work of Help A Child (the Dutch name of the organization is Stichting Red een Kind) began in the Netherlands when Prof. Hans and Anky Rookmaaker received a direct appeal for help from India in 1967. In response to this appeal they started to make inquiries which brought them face to face with so much misery and suffering that they felt bound to begin a relief action. They placed an article in their denominational newsletter which resulted in many donations. This led to the foundation of "Red een Kind" on March 28th 1968. Anky Rookmaaker was at the helm of Red een Kind for 27 years until her retirement in 1995 at 80 years of age. By that time Red een Kind had grown into an organization through which 50,000 children had received support. Although the Rookmaakers also founded the Dutch branch of L'Abri Fellowship in the early 1970's, Red een Kind became  Albert Hengelaarthe life-work of Anky Rookmaaker. She made numerous trips to India and Africa to oversee the work. In 1992 she was decorated with the Order of Orange-Nassau by the Dutch Queen. Albert Hengelaar, a son-in-law of Anky Rookmaaker began working for Red een Kind in 1981. He also had a tenure of 27 years with the organization. He was the director of Red een Kind from 1997 - 2008. Under his able leadership the organization continued the growth trajectory initiated by Mrs. Rookmaaker as he ushered Red een Kind into the next generation.
