ABA ROLI’s host country partners include judges, lawyers, bar associations, law schools, court administrators, legislatures, ministries of justice and a wide array of civil society organizations, including human rights groups.

JOB SUMMARY

The ABA Rule of Law Initiative in Tunisia seeks a Program Director to be based in Tunis, Tunisia. The Program Director will engage in ongoing program management, implementation, and oversight of strategic and tactical elements of the program. This position is contingent on funding.

RESPONSIBILITIES

  • Responsible for day-to-day management of assigned programs and ensures that all programmatic requirements are being met/exceeded according to the ABA, ROLI, and grantor requirements;
  • Maintains accountability for all timely, accurate, and compliant in-country programmatic monitoring and evaluation;
  • Oversees and is accountable for the development and deployment of substantive programming and activities, including, but not limited to, project work plans, managing volunteer legal specialists and consultants, and convening, organizing, and participating in training opportunities within the host country;
  • Establishes and enhances effective collaboration and relationships with local entities and other development partners to fulfill program objectives within cost constraints and garner additional funding from partners;
  • Maintains proactive communications with the Country Director and ROLI leadership to ensure timely and accurate updates on program activities, achievements, and shortcomings. Creates and implements corrective plans to improve performance against appropriate standards in areas where program shortcomings are identified;
  • Assists in identifying best practices derived from lessons learned;
  • Collaborates with the Country Director and local authorities to ensure that all programs and operations are compliant with local laws and regulations and, if required, have received all regulatory licensing/registrations prior to offering the program;
  • Ensures compliance with all donor, ABA, federal, state, and local laws/regulations while managing the program(s). Ensures personal and program compliance with the FCPA;
  • Provides leadership, coaching, counseling, feedback, performance appraisal, and, where appropriate, applies corrective actions to an assigned team;
  • Performs other related duties as required.

QUALIFICATIONS

  • JD or foreign equivalent and 7-10 years of relevant experience;
  • Experience managing and implementing US Government donor-funded international direct assistance and response programs;
  • Experience implementing international donor-supported programs which must have included responsibilities for supervision of a team, financial management, and compliance;
  • Fluency in English in order to meet the technical and managerial requirements of the program and donor requirements;

PREFERRED QUALIFICATIONS

  • Previous experience working for an association, NGO, or other non-profit entity;
  • Previous experience managing programs related to implementation of the right to counsel, including media, public awareness, or related programming;
  • French or Arabic language skills an advantage;
  • Excellent written and verbal communication skills.

The American Bar Association (ABA), founded August 21, 1878, is a voluntary bar association of lawyers and law students, which is not specific to any jurisdiction in the United States. The ABA's most important stated activities are the setting of academic standards for law schools, and the formulation of model ethical codes related to the legal profession.

The ABA has 410,000 members. Its national headquarters are in Chicago, Illinois; it also maintains a significant branch office in Washington, D.C.

The ABA was founded on August 21, 1878, in Saratoga Springs, New York, by 75 lawyers from 20 states and the District of Columbia. According to the ABA website,

"The legal profession as we know it today barely existed at that time. Lawyers were generally sole practitioners who trained under a system of apprenticeship. There was no national code of ethics; there was no national organization to serve as a forum for discussion of the increasingly intricate issues involved in legal practice."

The purpose of the original organization, as set forth in its first constitution, was "the advancement of the science of jurisprudence, the promotion of the administration of justice and a uniformity of legislation throughout the country...."

In 1918 the first women were admitted to the ABA – Judge Mary Belle Grossman of Cleveland and Mary Florence Lathrop of Denver.

The ABA did not allow African-Americans to join until 1943.

Roberta Cooper Ramo was the first female President of the ABA from 1995–1996.

In 2016 ABA introduced a new ethics rule prohibiting attorneys from using sexist, racist and condescending terms.
