Job Overview/Summary: The Advisor, Learning and Development develops the global vision for supply chain staff across IRC. This role is responsible for mapping learning requirements, developing training best practices including train-the trainer models, and developing support tools in the form of SOPs, computer based training modules and job aids for supply chain staff to successfully accomplish their roles. This person leads the design of change management to ensure successful adoption of global initiatives and monitors the implementation and ongoing successful use of systems, processes, and tools across IRC and establishes follow-up mechanisms.

Major Responsibilities:

  • Oversees the design, development and execution of all supply chain learning and development programs and processes
  • Develop Standard Operating Procedures based on documented process maps
  • Develop a list of core competencies required for each supply chain role, standardize supply chain job descriptions for all positions. Identify specific methods and approaches to ensure acquisition and maintenance of those competencies
  • Ensure that all required job aids are developed for all roles
  • Stay informed as to relevant skills and qualifications required by staff for effective performance, and circulate requirements and relevant information as appropriate
  • Conduct capacity assessments in consultation with stakeholders at the regional level, country offices and HQs; document capacity gaps and coordinate with Regional Supply Chain Directors on development plans.
  • Develop on-line courses and e-learning
  • Ensure dissemination of best practices and lessons learned across IRC country programs
  • Support GSC strategic initiatives with fully developed job aids and change management plans

Internal: Regional Supply Chain Directors, Global Procurement team, Country supply chain staff, HR, IPD leadership

External: 3rd party institutional learning partners

Job Requirements:

  • Minimum 10 years of progressive Supply Chain process development, organizational training development experience, and change management leadership.
  • Proficient at documenting process maps and developing SOPs
  • Knowledge of the principles of organizational development and adult learning and education.
  • Ability to function as a coach at all levels of Global Supply Chain
  • Ability to develop and implement strategic initiatives, solid understanding of change management practices
  • Strong collaborator and influencer with effective interpersonal and analytical skills who is able to work seamlessly across countries, cultures, and organizational units
  • Able to work effectively in a matrix organizational structure
  • Fluency in English required, proficiency in French and Arabic is a plus.

Working Environment: Standard office work environment. Ability to travel to all countries IRC operates, expected to be 15% or less

Since October 2012, the IRC has been responding to humanitarian needs of Nigerians. The IRC initially intervened in response to floods that affected over 7 million people across the country, destroying harvest and damaging homes. The IRC is currently implementing programs in Health, Protection, WASH, Nutrition, Food Security, and Women’s Protection and Empowerment (WPE) in Adamawa and Borno States in North-Eastern Nigeria.

The IRC is dedicated to making women and adolescent girls healthier from the earliest phase of acute crises (a target group most vulnerable during crisis) and implements evidence-based reproductive health interventions in line with the SPHERE-standard Minimum Initial Service Package for Reproductive Health in Crises (MISP). The goal is to ensure that the IRC’s health responses in emergencies include the core package of Reproductive Health (RH) services in its interventions.

The IRC’s Reproductive Health (RH) program is currently implementing (MISP) for RH in 4 health care centers in MMC and Jere LGAs and 1 IDP camp clinic. In addition the program is starting up an emergency mobile programming outside of these areas of Maiduguri in coordination with the WPE team. The focus of this program is to provide quality comprehensive RH and WPE services to conflict-affected women and girls in a timely manner. In addition to the mobile program, the WPE and RH joint mobile teams will be in charge of rapid assessments and rapid response. The mobile teams will be focused in the newly opened LGAs and emergency areas previously inaccessible due to conflict and insecurity. These teams will provide life-saving services to populations outside of Maiduguri, who have not had access to services in approximately 3 years.
