Organizational Setting and Reporting

This position is located in the UNODC Programme Office in Ethiopia (Addis Ababa), under the UNODC Regional Office for Eastern Africa (ROEA), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC). The incumbent will work under the overall supervision of the UNODC Representative for Eastern Africa (ROEA) and under the direct supervision of the Programme Management Officer heading the Transnational Organised Crime and Illicit Trafficking Programme for Eastern Africa. S/he will work in close cooperation and coordination with the Crime Prevention and Criminal Justice Officer, as well as, in coordination with the Human Trafficking and the Migrant Smuggling Section (HTMSS) at UNODC headquarters in Vienna.

Responsibilities

Within assigned authority and within the framework of the Transnational Organised Crime and Illicit Trafficking Programme for Eastern Africa, the incumbent will assist the Programme Management Officer heading the Programme and the Crime Prevention and Criminal Justice Officer with the day to day management of programme activities related to countering Trafficking in Persons and Smuggling of Migrants in Ethiopia. The incumbent will assist in other related activities in countering transnational organised crime, illicit trafficking and terrorism, if required. The incumbent will be responsible for the following duties:

  • Contribute to the planning and implementation of programme activities in Ethiopia, in line with United Nations financial rules and regulations, including procurement, administrative and logistical arrangements for workshops, seminars, meetings and organisation of missions for UNODC and international experts.
  • Provide support to monitoring the programme implementation against the programme work plan and indicators, including the preparation of periodic programme activity, progress and status reports (including performance and evaluation reports) as stipulated in the programme document and relevant grant agreements.
  • Identify problems related to programme implementation and recommending corrective strategies and actions.
  • Liaise with relevant national and regional authorities, international entities, academic institutions and NGOs in relation to various aspects of the programme.
  • Assist in organising programme evaluation in line with UNODC policy and procedures and as per the agreed programme document and relevant grant agreements.
  • Document and keep abreast of developments and trends regarding Trafficking in Persons, Smuggling of Migrants and related criminal activity in Ethiopia or involving Ethiopia, as well as policies, legislation and measures to counter these crimes.
  • Carry out basic research on selected aspects of the programme, operations and related activities, which includes collecting, analysing and presenting statistical data and other information gathered from diverse sources.
  • Participate in local field missions, by providing substantive and administrative support and data collection.
  • Performing other work related duties as may be required.

Education

An advanced university degree (Master’s degree or equivalent) in law, criminology, international relations, management or other relevant social science is required. A first level degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of two years of progressively responsible professional experience in implementing projects or programme activities relevant to criminal justice capacity building is required. Experience in and knowledge of countering Trafficking in Persons and Smuggling of Migrants is an advantage. Experience in project administration, management and technical cooperation involving development issues and administration of foreign aid projects is required. Experience in implementing programmes requiring coordination with national and regional authorities is highly desirable. Experience working with the United Nations system and/or international organisations is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Fluency in Amharic (oral and written) is required. Knowledge of another official United Nations language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
