Budget & Finance Officer

PURPOSEOF THE POSITION

Within Country Management Support Unit (CSU), to provide direct supportand services to the WHO country Office, work plan management, financial andbudgeting functions in accordance with WHO rules, regulations and policies.

Descriptionof Duties

Budget and Financial Management

  • Participate in the development of the countryoffice work plans;
  • Monitor and coordinate expenditures againstaward budgets, project funding, award distributions and PB allocations;
  • Identify and process necessary revisions toexpenditures, award budgets and project funding;
  • Follow up on cancellation of encumbrances in relation to travelcosts and procurement of goods and services (refer to accounting instruction45);
  • Support in coordination of finance and program budget activities;
  • Assists in Task and Award mapping;
  • Support in verification of MOHbudget requests in conformity to WHO Financial Rules & Regulations;
  • Assists in generating reports from the GlobalManagement System; also prepares recurring reports as scheduled and specialreports as required to facilitate financial implementation analysis;
  • Assists staff on various financial processes,controls and operations in the GSM environment in the areas of income andawards, and financial analysis and reporting;
  • Performs any other duties as may be assigned bythe supervisor.

Achievement ActivitiesInclude: 

Contribute sound advice on work planning; integrate clusterbudget plans and reporting requirements with corporate planning policies;coordinate budget and work plans with central administration support functions;ensure cluster compliance with all organizational requirements for budget andwork planning submissions and reports.

Requiredqualifications

Education

Essential

: University Degree in Finance Management, PublicAdministration or Management with specialization in accounting, budgeting or finance.

Desirable

: Professional certification in accounting or finance, Masters in Financeor related, will be an advantage.

Experience

Essential

: 5 years of working experience with 3 to 5 years of responsible work in finance, budgeting and/or accountingactivities.

Desirable

: Experience within UN or otherinternational or multinational organizations will be an advantage.

Skills

  • Good knowledge of Results-Management frameworkand related business processes.
  • Knowledge of Oracle projects and OracleFinancials or similar ERP applications and systems.
  • Sound knowledge of project managementprinciples and their application.
  • Ability to act independently and exercise soundjudgment.
  • High level of organizational and analyticalability, combined with good writing and communications skills.
  • Proven ability to maintain and establishexcellent interpersonal working relations and to work with competing prioritiesunder pressure.

Other Skills

Excellent knowledge of Microsoftapplications (e.g. Excel, Word, PowerPoint, etc.) with an emphasis on Excel ora similar workbook application. Proficiency in Microsoft Excel is essential aswell as experience operating the relevant WHO Global Management System (GSM)Modules.

Its predecessor, the Health Organization, was an agency of the League of Nations.

The constitution of the World Health Organization had been signed by 61 countries on 22 July 1946, with the first meeting of the World Health Assembly finishing on 24 July 1948. It incorporated the Office international d'hygiène publique and the League of Nations Health Organization. Since its creation, it has played a leading role in the eradication of smallpox. Its current priorities include communicable diseases, in particular HIV/AIDS, Ebola, malaria and tuberculosis; the mitigation of the effects of non-communicable diseases; sexual and reproductive health, development, and aging; nutrition, food security and healthy eating; occupational health; substance abuse; and driving the development of reporting, publications, and networking.

The WHO is responsible for the World Health Report, a leading international publication on health, the worldwide World Health Survey, and World Health Day (7 April of every year). The head of WHO is Margaret Chan.

The 2014/2015 proposed budget of the WHO is about US$4 billion.About US$930 million are to be provided by member states with a further US$3 billion to be from voluntary contributions
