Project Description and Role

The Chief of Party (COP) will lead technical directions and operations for the anticipated five-year USAID-funded Macroeconomic Technical Assistance Project in Egypt. The project will assist the Government of Egypt undertake fiscal and budgetary reforms based on international standards and best practices at the Ministry of Finance and potentially other Ministries involved in budget and cash management issues. The activity would provide technical assistance to improve cash management, budgeting, and expenditure control to promote greater efficiency, transparency, and accountability. The project and position is contingent on project award.

Specific Responsibilities

  • Provide overall project leadership and management oversight
  • Manage local and international staff
  • Provide technical direction and ensure strategic long-term vision of the project
  • Serve as the primary liaison with the Egyptian government, USAID, and other international and regional partners

Qualifications

  • Advanced degree in business, economics, finance, public administration, or relevant technical field
  • Minimum 10 years of international development experience. including leading teams; leadership experience on USAID or other international donor projects preferred
  • Significant experience in fiscal and budgetary reform or other relevant field
  • Excellent management, communication, intercultural, and diplomatic skills
  • Experience working and collaborating with a broad range of government officials, international donors, and private sector stakeholders
  • Knowledge of the Egyptian context; experience working in Egypt or the Middle East region preferred
  • Demonstrated leadership, versatility, and integrity
  • Excellent English skills required; Arabic language ability desirable but not required
