Job Title Chief of Party

Overview IBTCI is seeking a Chief of Party to lead and the Peace Though Learning, Evaluation and Adapting Activity (PELA) for USAID/West Africa. PELA’s purpose is to strengthen USAID’s effectiveness in implementing its projects, coordinating its activities, learning from its experiences and serving as an information, communication, and thought-leader regarding peace promotion and countering violent extremism (CVE) in the West Africa regions. Anticipated activities of the project include:

  • Evaluations (Performance and Impact)
  • Analyses
  • Knowledge Management
  • Organizing Coordination and Learning Events
  • Dissemination of Findings and Best Practices
  • Monitoring
  • Capacity Building

Responsibilities

Essential Duties/Tasks and Responsibilities

  • Manage the project and serve as primary point of contact with USAID/West Africa
  • Supervise and technically guide all personnel, both employees and consultants.
  • Design, create, and implement learning tools and learning events, and other technical resources including toolkits related to learning;
  • Provide overall leadership and ensure the provision of timely and high-quality deliverables and activities to USAID;
  • Coordinate learning events and capacity building with USAID/West Africa and other implementing partners.

Qualifications

Required Knowledge, Skills and Abilities

  • Technical expertise in CVE and democracy and governance programming, particularly in West Africa;
  • Ability to develop, maintain, and utilize relationships with key stakeholders, including: USAID, USG, implementing partners, private donors, etc.;
  • Previous extensive working experience with USAID;
  • Excellent organizational skills and ability to meet tight deadlines; and
  • Good writing skills, with extensive report writing experience.

Minimum Requirements

  • Ten years of experience living and working in developing country environments, preferably West Africa, with at least five years of experience in a management position;
  • Minimum 5 years of experience in providing technical guidance and oversight to M&E, learning and related activities for USAID-funded programs;
  • Minimum of 5 years of experience in creating and facilitating learning networks with proven work with USAID in conflict/fragile environments;
  • Proven experience working in conflict environments (West Africa preferred);
  • Technical expertise in CVE and democracy and governance programming;
  • Experience in strategic planning, project design, institutional learning and/or knowledge management;
  • Willingness to travel throughout West Africa (including Cameroon and Chad) as required, in particular to unstable and conflict areas.
  • Fluency in spoken and written English and professional proficiency in French.

Education: Master’s degree in International Development, Evaluation Sciences, Administration or Science, Political Science or a related field.

Working Environment: Corporate office environment as well as field work.

Supervisory Responsibility This position may have supervisory responsibilities.

Travel The candidate is required to travel as required by the SOW.
