Counterpart International is currently seeking a Chief of Party for its USAID-funded project in Morocco. This is a full time position based in Rabat, Morocco. This position will report to the Regional Director for Africa.
\u0026nbsp;The Morocco Civil Society Strengthening Program (CSSP) supports civil society organizations (CSOs) to contribute more effectively to lawmaking and the public policy process, as well as the Government of Morocco to engage civil society in developing, implementing, and overseeing public policy. Responsible for leading and managing the overall program, the COP will work closely with USAID/Morocco’s Democracy and Governance Office and COPs of other USAID activities contributing to the same project purpose, key civil society partners and stakeholders, as all as senior-level host country government representatives. The COP will represent Counterpart to USAID, local and national partners, and other relevant donor organizations in Morocco. The COP will provide vision and technical leadership on issue of civic participation in governance. The COP will also oversee staff management and development and ensure the highest quality of project monitoring, evaluation, reporting and communications.
Primary Responsibilities:
Through close collaboration with the Counterpart Headquarters Team, the Chief of Party will:
- Provide overall project leadership, management, quality control, and technical direction, while ensuring compliance with donor requirements and regulations (e.g. USAID, USDA, DoL and others), and Counterpart policies and procedures.
- Build an integrated vision among diverse project components and stakeholders, with a focus on achieving results.
- Identify obstacles and risks related to implementation in a timely manner and suggest appropriate adjustments to the home office and donor.
- Liaise with the USAID mission (and other donors as applicable), civil society organizations, local government officials, and other local partners to coordinate activities and facilitate monitoring and reporting of project objectives and achievements.
- Manage and supervise the work of project personnel, subcontractors, and grantees, with a focus on achieving work plan targets and core results in a timely manner.
- Provide mentoring and professional development support to project staff, with emphasis on building capacity of national staff.
- Oversee field office finances and administration of sub-contracts and sub-awards.
- Oversee field office HR practices, ensuring hiring, employee evaluations and promotions are in compliance with Counterpart policies and procedures.
- Ensure that all project assistance is technically sound and appropriate.
- Participate in specialized content (technical) events such as workshops and roundtables, support knowledge management, and share learning across key networks.
- Coordinate activities between the field office and Counterpart headquarters.
- Leverage networks, program investments, and project successes to seek opportunities for program expansion and promoting Counterpart’s practice areas.
- Job descriptions are not exhaustive and the job holder may be required to undertake duties which are broadly in line with the above responsibilities.
- Ensure that all Counterpart staff, visitors, and consultants have read, understand and follow Counterpart safety and security rules, regulations, and policies in their country of operations.
- Work closely with Counterpart’s Safety and Security department in order to protect staff, assets, infrastructure, and reputation as required.
Qualifications:
Required:
- A Master’s degree in a related field, such as political science, law or public policy.
- Minimum of ten (10) years of civil society Development field, preferably in a country similar to Morocco.
- Minimum ten (10) years of progressively responsible management experience, with significant experience administering donor-funded programs in the areas of organizational capacity development, youth development and employment, public policy, or advocacy.
- Demonstrated success with developing and operationalizing civil society development work
- Leadership in engaging private civil society as well as government institutions to collaborate on enhancing citizens’ participation in governance
- Demonstrated strategic thinking and planning, training and human resource management
- Good knowledge of Morocco’s socio-political context
- Excellent knowledge of the current situation of civil society in Morocco or a similar country
- Strong multi-cultural, inter-personal and supervision skills
- Demonstrated ability to give effective presentations and write high quality technical reports
- Excellent ability to amiably collaborate and coordinate activities with multiple stakeholders including government, civil society, and individuals
- Proven ability to advocate civil society issues
- Knowledge of USAID development approaches, as well as understanding of USAID rules and regulations and mandatory reporting requirements.
- Business proficiency, written and spoken, in English and French or Arabic.
Preferred:
- Demonstrated record of championing social inclusion across programming, such as gender integration and inclusion of women, youth, ethnic and religious minorities, and other marginalized communities.
