Position Title: Organization Development Consultant

Background

The USAID Advocacy for Better Health (ABH) Project has been supporting 20 CSOs in management and advocacy approaches to improve their strategies and results and prepare them to receive and effectively manage grants from the US Government. The determination of CSO management competence will be based upon the results of an assessment using the Non-US Organization Pre-Award Survey (NUPAS).

As a partner to PATH on the Advocacy for Better Heath Project, Initiatives Inc. leads support for building the management capacity of ABH CSO sub-grantees. This entails establishing performance baseline for each organization on six management areas: governance, administration, organizational management, financial management, human resources, performance management, and providing technical support to address performance gaps. To achieve ABH project performance expectations, a sub set of CSOs is expected to reach an acceptable score on the NUPAS.

Purpose of the Assignment:

Initiatives is seeking a consultant to conduct mock and final NUPAS surveys for up to 4 civil society organizations and provide CSOs with technical support in areas of financial compliance as defined by the mock survey. The consultant must be experienced with NUPAS which measures the financial and management capacity of organizations to manage USAID funds in accordance with U.S. Government and USAID requirements; and determines the most appropriate method of financing to use under the potential award and the degree of support and oversight necessary to ensure accountability of funds.

Key Responsibilities:

  • Adapt the NUPAS Toolkit (if needed) to assess the targeted organizations in relation to each of the capacity building areas;
  • Conduct the NUPAS with up to 4 CSOs selected by the ABH Project;
  • Determine capacity gaps, specific to each CSO and identify appropriate interventions to address the gaps;
  • Provide technical support to address selected gaps per agreement with the ABH Project Senior Organizational Development Specialist;
  • Conduct final NUPAS surveys with up to 4 organizations to establish the organizations that have adequate capacities to receive direct funding from USAID.

Consultancy Outputs/Deliverables:

  • Adapted NUPAS tool based on need;
  • Comprehensive reports detailing current levels of capacity in three CSOs, based on the NUPAS tool/ assessment.
  • A capacity development plan for addressing identified gaps in each CSO;
  • Report of technical support agreed by ABH and provided for each CSO.

Work Station: The consultation process will be conducted in Kampala with regional visits to be defined.

Reporting:

The consultant will be supervised by the ABH Project Senior Organizational Development Specialist (Initiatives Inc ) with technical support from Initiatives Senior Technical Advisor (Boston), in conjunction with ABH Project Leadership.

Qualifications and Skill set

  • An advanced degree (Master’s level and above) in organizational development, public administration, economics, or a related field;
  • Knowledgeable in the theory of organizational assessments and NUPAS within the CSO/NGO sector;
  • Experience in conducting NUPAS
  • A minimum of five years of experience in strategic planning and organizational capacity development in the CSO sector;
  • Excellent analytical reporting and professional English communication skills;
  • Facilitation, presentation and mentoring skills;
  • Good people and team skills
