PATH is seeking to recruit a Data Systems Officer for the Integrated HIV/AIDS Project in Haut Katanga and Lualaba (IHAP-HK/L), based in Lubumbashi, to manage administration of the IHAP-HK/L reporting system and database and support analysis of project data. The Data Systems Officer will report to the IHAP-HK/L Monitoring and Evaluation (M&E) Advisor. Responsibilities and specific job duties include:

  • Contribute to development of the IHAP-HK/L project database and project data collection and reporting tools, and manage administration of the database, once established.
  • Suggest improvements to project database and reporting templates to ensure alignment with project reporting requirements and enable better monitoring and analysis of project data.
  • Contribute to establishing a system for geographical mapping of IHAP-HK/L supported health facilities, health zones, and community-based services and geographic data visualizations.
  • Facilitate trainings of IHAP-HK/L M&E staff and staff from project-supported health facilities, health zones, and other partners on IHAP-HK/L reporting systems, including reporting to the IHAP-HK/L database.
  • Contribute to trainings of staff from IHAP-HK/L facilities, health zones, and other partners on other project reporting databases, such as Tier.Net and MESI.
  • Support development of manuals and guidelines for project M&E staff and partners on reporting data to the IHAP-HK/L database and other required databases (e.g. Tier.Net).
  • Monitor and provide technical assistance to facility-, health zone-, or other partner staff to improve data collection and reporting during regular site visits.
  • Verify and validate data reported by health facilities and other partners to ensure data quality, and triangulate reported data to resolve any discrepancies in data (e.g. ensuring that data reported by facilities to national health information system aligns with data reported to project).
  • Ensure that data reported by facilities, health zones, and other project partners to IHAP-HK/L is recorded in the project and other required databases, and are filed appropriately.
  • Support the production of facility- and health zone-level dashboards and other cascades.
  • Support facilities and health zones with data analysis by assisting them to use Excel- and Tableau-based dashboards and cascades to measure their progress against targets and identify technical areas that need improvement.
  • Contribute to project data reporting, including development of monthly and quarterly M&E reports, quarterly reporting on DATIM, and other reporting, as requested by the IHAP-HK/L M&E Advisor.
  • Prepare regular analysis of progress made against PEPFAR indicators and inform IHAP-HK/L M&E Advisor of significant variances against established targets.
  • Provide inputs on M&E activities for quarterly project narrative reports, as requested by the IHAP-HK/L M&E Advisor.

Required Skills

  • Medical degree or degree in computer science, statistics, epidemiology, or social sciences.
  • Proven proficiency using Microsoft Office Suite, particularly Excel, Access, PowerPoint, and Word.
  • Understanding of basic concepts in analyzing and interpreting qualitative and quantitative data, and proven ability to translate analytical results into program recommendations.
  • Familiarity with and knowledge of M&E concepts, terminology, and systems.
  • Excellent attention to detail and ability to deliver products with minimal errors.
  • Proven ability to deliver high quality products in a timely manner.
  • Strong interpersonal skills and ability to work effectively in multicultural environment.
  • Excellent written and spoken French; proficiency in written and spoken English is preferred.
  • Willingness to travel to remote sites.
  • At least five years of experience in M&E, data collection, reporting, and analysis, with a minimum of three years of experience working on health database management, preferably on HIV/AIDS projects.
  • Previous experience supporting monitoring and evaluation on PEPFAR-funded HIV/AIDS projects is preferred; experience working with District Health Information System 2 (DHIS2) and/or Tableau is desirable.
  • Prior experience and demonstrated ability to work under pressure and tight deadlines and quickly respond to shifting circumstances.
  • Experience coordinating data collection efforts, including training and supervising data collectors.

Applicants considered for this position are to be DRC nationals. This position is based in Lubumbashi. Candidates outside of Lubumbashi will be responsible for their relocation to Lubumbashi.
