Specific Responsibilities: Capture Planning (45 days maximum, September — early December 2017)
- Reviews existing CRS BF program reports, evaluations, collected data and ongoing assessments and identifies information gaps. In coordination with proposal team, develops plan to collect any missing gaps in information
- Reviews assessment progress and provides feedback. Together with Sector Leads and MEAL staff, analyzes findings to identify key issues/challenges around FFP conceptual and results framework and makes key design recommendations
- Leads CRS self-assessment, identifying gaps and potential partnerships to address these gaps. Leads identification of consortium partners and supports creation of consortium
- Focal point with CRS Impact Investment team in the identification and supports the establishment of relevant private sector partnerships/collaboration
- Lead the design of and together with facilitator ensure high quality pre-design problem analysis workshop (November 6-10) Building on results and gaps identified from problem analysis workshop, lead the development of the technical approach and theory of change, and guide subsequent steps to support this process Technical Design (75 days maximum, December 2017 – May 2018)
- Facilitates project design workshop
- Leads project design including Theory of Change, Results Framework (and support MEAL workshop), and support strategy development with CRS, partners, and technical experts as needed
- In collaboration with Sector Leads and Senior Country Staff, ensures cohesive approach to beneficiary and geographic targeting
- Ensures project design is linked to specific local context (problem statement)
- Ensures alignment of approaches/strategies with donor priorities, country specific guidance, CRS/industry best practices and local realities.
- Ensures strong exit/sustainability strategy.
- In collaboration with CP leadership, ensures that the consortium includes appropriate technical expertise to implement all aspects of the RFA
Deliverables: 1) Final assessment analysis and recommendations (in collaboration with MEAL staff) 2) Co-develop and coordinate the problem analysis workshop in November 2017 and design workshop in January or February 2018 with proposal coordinator; and organize, participate in, and/or support other working meetings that may be deemed necessary to ensure completion of a high-quality program design 3) Lead/ensure the finalization of the design of a high quality, responsive technical approach and Theory of Change in accordance with Food for Peace and CRS standards Review sections/proposal drafts as needed to support the finalization of the technical approach/theory of change and ensure logic and/or evidence gaps in the design are identified and addressed; 4) Leads contribution to the development of Theory of Change and design proposal sections as defined in the RFA
Supervisory Responsibilities: DFSA Sector Technical Leads (Agriculture, Health, Nutrition, Youth & Entrepreneurship, MEAL)

Qualifications:
- Bachelors degree, Masters degree preferred, minimum five years’ international development experience
- CRS experience preferred (with HoP, DFAP CoP, or MYAP Coordinator experience)
- Strong knowledge of ProPack I
- Understanding of CRS programming approaches and partnership principles
- Excellent team leadership, negotiation, facilitation, and representation skills
- Experience with large USG proposals
- Must be on site for workshops and other key activities, although some functions can be carried out virtually
- In-depth technical expertise and experience in the country or region (West Africa region experience)
- Strong organizational and negotiation skills
- Ability to work under pressure and in a multi-cultural team
- English fluency with high level of French required.
