Proposal Objective:

USAID/Uganda seeks support in building its existing “Mission of Leaders” activity and undertaking other organizational development improvements that will fortify its performance in implementing its 2017 to 2021 Country Development Cooperation Strategy (CDCS) in an adaptive, iterative manner consistent with the Mission’s vision for Collaborating, Learning and Adapting (CLA). The specific purpose of the activity for which support is being solicited is to enhance the organizational effectiveness (to support results) and adaptive capacity (to effectively drive and implement change) of USAID/Uganda and, to a lesser extent, its development partners in order to increase USAID effectiveness in achieving the development results set forth in its 2017-2021 CDCS.

Position Description:

SI is seeking a Director of CLA to facilitate learning and collaboration on the project’s organizational development interventions for USAID, other stakeholders and implementing partners (IPs). This is a full-time position will be based in Kampala for the duration of the project.

Responsibilities:

  • Facilitate effective collaboration between and among USAID and its partners, including by leading efforts to extend USAID’s organizational development initiatives to other stakeholders.
  • Collaborate with USAID and its other support contractors and IPs to develop USAID’s agenda for organizational development learning.
  • Lead efforts to monitor progress toward learning agenda objectives: facilitating the analysis and conclusions of data from monitoring and other sources to: (i) inform iterative improvements to organizational development interventions; and (ii) build the case for the linkages between organizational development and aid effectiveness.
  • Facilitate USAID’s engagement with cutting edge practitioners of organizational development.

Qualifications:

  • Advanced degree in related subject preferred.
  • Five years of experience in monitoring and evaluation.
  • Four years of experience in organizational development, adult learning or a related field.
  • Three years’ experience living and working in developing country environments, preferably sub-Saharan Africa.

Desired Qualifications:

  • Two testimonials of organizational development, adult education, coaching and/or counseling successes.
  • Three satisfactory past performance references from former supervisors, subordinates and/or clients.
