The Director Community Linkages and Demand Generation reports to the Technical Director.
Job Summary
The primary responsibility of this position is to support the RHITES-SW Project by ensuring that critical services for HIV/AIDS and TB prevention, care and treatment, MNCH, FP, Malaria and Nutrition are interconnected through strong referral networks and linkages as well as overseeing the demand generation processes for HIV/AIDS and TB in the 15 districts of South Western Uganda. S/he will spearhead the development of strategies and technical leadership in integrating gender into health integrated program, and applying the principles for gender-responsive programming in addressing gender inequalities encountered across the health program.
S/he will provide oversight, technical leadership and guidance to the sub-partners and Civil Society Organizations (CSOs) to ensure the technical soundness of the community linkages and demand creation strategies; and coordinates with other technical teams to ensure continuum of care and integration of health service delivery within the community structures.
S/he will supervise a team of professionals including the Demand creation Advisor, Community Linkages Advisor, Gender and SGBV Advisor.
Key Duties and Responsibilities
The Director Community Linkages and Demand Generation will be specifically responsible for the following tasks:
- Lead in the establishment of a referral network model that facilitates linkages between different service delivery points to create an orchestra of interlinked health care service delivery in the nine (9) targeted project districts.
- Ensure that available HIV/AIDS, TB, MNCH, FP, Malaria and Nutrition Services in the 15 project districts are mapped to support networking and referral of clients for increased service access.
- Guide the development of a communication campaigns focused on demand creation for HIV/AIDS and TB services in the targeted project districts.
- Supervise the staff in the directorate of community linkages and demand creation for effective and efficient implementation of the planned activities.
- Provide technical guidance and ensure gender integration into the health integrated program; and capacity building of program team and health service providers in gender-responsive programming to address gender inequalities in overall programme design and service delivery through integration of gender analysis and gender-responsive actions into program design, implementation, monitoring and evaluation.
- Lead in the development of the directorate annual, quarterly work-plans that are focused on community linkages and demand creation.
- Provide technical oversight and leadership to the sub partners and CSOs to ensure implementation of the project supported activities in line with the project core strategies; and maximize their contribution to the project deliverables.
- Responsible for the development of timely directorate reports in support to the projects reporting requirements.
- Ensure documentation of the best practices that relates to community linkages, networking and demand creation under the project.
- Responsible for creating synergies between the directorate of community linkages and demand creation with other directorates under the project.
- Responsible for planning, budgeting, and ensuring proper accountability of project resources.
- Works closely with the other project directors to support processes aimed at sustainability by enhancing ownership of the project by the district leadership
- Undertake any other duties as may be assigned from time to time by the supervisor.
Knowledge, Skills and Experience
- Bachelor’s Degree in Social Sciences or health related discipline.
- Master’s degree in Public Health or Project Management.
- At least 8 years’ experience working in public health field.
- Experience in working with community health-intervention programs
- Experience in integrating gender into health programs
- Experience in working on community-health referral models.
- Evidence of having established and managed an effective referral network.
- Experience in working on behavior change communication programs.
- Training experience and partnership building with HIV/AIDS/T.B service providers
- Familiarity with PEPFAR and USAID reporting requirements.
Essential Skills:
- Computer literacy with knowledge of MS Excel, Word, Power point and Outlook.
- Should be a person of integrity, energetic, dynamic team player, and portray innovation
- Should have an eye for detail, and possess analytical skills (check value for money)
- Should have excellent record keeping, and report compilation skills.
- A self-Starter, and able to work with minimum supervision.
- Able to work under pressure with competing deadlines.
- Should be flexible, innovative, with reporting writing, communication, presentation, interpersonal, and team work skills, as well as networking, facilitation, strategic thinking.
