IntraHealth International is seeking qualified candidates for the position of Director, Family Planning Service Delivery for the USAID funded Expanding and Strengthening Family Planning Service Options project in Uganda. The project will work to increase use of equitable, quality and sustainable family planning (FP) services through increased FP service delivery options and demand for modern contraception including long-acting reversible contraception (LARCs) and permanent methods (PMs).

The Director, Family Planning Service Deliverywill be responsible for directly assisting the Deputy Chief of Party in the design, implementation, and monitoring of high impact FP interventions. The Director, Family Planning Service Delivery is responsible for technical oversight of all FP service delivery efforts and ensures activities are designed and implemented with high quality and meet project targets.

The duration of the project is five years and the position will be based in Kampala. Recruitment is contingent upon successful award of the project and final USAID approval of the candidate. This position will report programatically to the Deputy Chief of Party and organizationally to the IntraHealth Uganda Country Director.

Key Responsibilities:

  • Collaborates with the Deputy Chief of Party in assuring that technical activities related to capacity building of quality service delivery of a broad range of contraceptives under the project are implemented in a timely and effective manner.
  • Collaborates closely with key government officials in the Ministries of Health, NGOs and with partners, as part of the development of country program strategies to design and implement service delivery in a way that ensures sustainability.
  • Ensures that technical assistance for capacity building related to service delivery and quality improvement to the districts is timely, targeted, effective, and efficient.
  • Coordinates the activities of all subcontractors, sub grantees and the prime in regard to their programming, implementation and monitoring of technical contributions to the project.
  • Contribute to the compilation and dissemination of significant lessons learned, and to any other publishable documents that further the project agenda.
  • Performs other related activities as deemed necessary and appropriate by the Deputy Chief of Party
  • Lead the FP services delivery team in developing monthly workplans to implement the overall project strategies and reach desired project results using innovative and evidence-based approaches. Mentor staff regularly and contribute to an atmosphere conducive to professional growth and development.

Education/Experience:

  • A Master’s Degree in public health or a related field OR 3 years of experience in a management position for a donor funded health project (in addition to the below requirement of 8 years).
  • A minimum of 8 years of progressively increasing responsibility working for a FP/RH service delivery and technical assistance program.
  • Experience testing and adapting capacity building, quality improvement and service delivery models and approaches for family planning.
  • Experience in clinical and community-based FP service delivery approaches required.
  • Familiarity with USAID or other USG administrative, management and reporting procedures and systems.
  • Ability to perform at a senior policy level, demonstrated by previous experience in leading the development and implementation of health advocacy plans and strategies.
  • Demonstrated supervisory experience.
  • Demonstrated ability to negotiate and influence policy and programs decisions with senior government and donor officials and to liaise with senior MOH officials.
  • Strong oral and written communication and presentation skills in English.
  • Demonstrated experience in leadership, strategy development, implementation, monitoring and evaluation of large USAID of donor funded programs.
