PATH in Mozambique seeks to recruit a Finance Assistant to provide financial and administrative support to its Maternal Child Health Nutrition (MCHN) project portfolio which includes the Service Delivery and Support for Orphans and Vulnerable Children (SDS OVC) project. This position reports to PATH’s Finance Officer (FO).

In Mozambique, PATH has implemented the 5 year BHP Billiton Sustainable Communities funded by Window of Opportunity Project to deliver a holistic package of maternal and child health, nutrition, and ECD interventions targeted at the critical window of opportunity of the first 1,000 days from pregnancy through a child’s second year of life. Through Hilton Foundation–funded Integrating Early Childhood Development (I-ECD) Project (2012–2014) and a subsequent Scaling up ECD (S-ECD) Project (2014-2017), PATH has made use of the platforms, partnerships, and technical and financial resources to advance the importance of ECD. Since mid-2016, the latter project is being co-financed by PEPFAR and USAID through a public-private partnership (PPP).  Through the SDS OVC project PATH will work with consortium partners and government to integrate Early Childhood Development (ECD) and build capacity of consortium partners and project CBOs to integrate ECD interventions into the SDS-OVC program package.

Responsibilities;

  • Receives funds requests from staff and review for correct approvals, allowability and allocability of expense and completeness documentation of financial transactions in compliance with PATH and donor regulations prior to data entry into the accounting system within a reasonable time.
  • Data entry of financial and accounting data into the computerized accounting system and create payment vouchers for approvals.
  • Responsible for issuance of Petty cash and codification of expenses, ensuring petty cash funds is always available.
  • Handle all bank account cheques, bank transfers and other bank related transactions including cash for depositing.
  • File all project financial documents.
  • Assist with review of projects payable accounts and track payment record of sub-awards, consultants, work orders, purchase orders, training/workshop/meeting payments and travel.
  • Track advances in accordance with advance policy and notify staff of outstanding advances.
  • Support in preparation of Field Office Financial Report (FOFR): Scan the completed vouchers and FOFR documents, assist the FO with the monthly FOFR preparation as requested.
  • Serve as back-up support to the FO when requested.
  • Review workshop/ trainings/meetings budget as well as the workshop/ trainings/meetings expense reconciliations and verification of attendance lists and the payments made for each training.
  • Assist with audits pulling out & refiling documents, preparing and processing various adjustments & schedules as required.
  • Process the Income tax and social security for staff ensuring payment is within time stipulated by law.
  • Prepare Income declarations for staff, consultants, landlord and PATH staff annually
  • Assist with monthly and annual accounting closes.
  • In coordination with Site Administrator, develop and monitor Work Orders and other sub-agreements on Sales-force system ensuring all deliverables are uploaded before requesting payment.
  • Provide administrative support by processing utilities, security, rent and telephone bills and assist with monitoring vehicle use allocation and reviewing log books and monthly vehicle reports (fuel usage & maintenance).
  • Assist Site Administrator on annual inventory taking and quarterly supplies replenishment.
  • Keep track of vendor bills and coordinate payment to vendors.
  • Keep track of staff leave and reconciling at year end.
  • Verification of health insurance invoices against staff and dependents’ lists.
  • Coordinate collection of proof of reading of the HR manual from new staff.
  • Up keep of individual staff inventory records.
  • Other tasks as assigned.

Required Experience

  • University graduate in finance/accounting required.
  • Minimum of five years relevant work experience in finance and administration.
  • Minimum 3 years’ experience working with INGOs.
  • Excellent computer skills in Microsoft Office, QuickBooks accounting software; Unit4 preferred.
  • Well-organized and attention to details.
  • Proven interpersonal skills and ability to work effectively in a team.
  • Knowledge of USAID Rules and regulations preferred.
  • Ability to maintain harmonious working relationships and effectively address finance issues throughout the projects.
  • Good understanding of Generally Accepted Accounting Principles (GAAP).
  • Excellent organizational & communication skills and ability to manage and complete multiple projects simultaneously; capable of rapid coordination and distribution of information.
  • Excellent Portuguese and English written and spoken.
  • Ability to analyze financial data and prepare accurate transaction records in a timely fashion.
  • Ability to work independently with a high degree of reliability, accuracy and product.
  • Experience with non-profit accounting principles and procedures.
  • Must have legal authorization to work in Mozambique.
