Background:
As the newest country in the world, South Sudan continues to struggle amidst the challenges that accompany the complex process of nation-building. While the Comprehensive Peace Agreement (2005) and subsequent Referendum for Self Determination in 2011 helped establish South Sudan as a sovereign state, they only established a framework for dealing with one of South Sudan’s numerous conflicts and development issues. CRS has a critical role to help the country move forward given its history in the country since 1983 and amidst an environment where the Church enjoys high regard among its citizens and Government. The Country Program currently manages a total programming budget of $57 million, the largest program being a Title II food security program in Jonglei state. Other donors include WFP, USAID, OFDA, FFP, the UK Foreign Commonwealth Office, and emergency funding from CRS and other Caritas private donors. Key program sectors include Food Security, Livelihoods, Nutrition, WASH, Emergency Response, Health, Education, Peacebuilding and Microfinance.
Job Summary:
Catholic Relief Services (CRS) is looking for a qualified Food for Assets (FFA) Project Manager for its WFP funded project. The FFA Project Manager will lead the implementation of FFA and General Food Distribution (GFD) activities in Duk County, Jonglei State. S/he will work with CRS’s recovery and resilience program in the target area, LRRP and RFSP, closely linking their community managed disaster risk reduction efforts with the FFA activities. An existing CRS resilience and disaster risk reduction methodology will be employed to strengthen community assets building, recovery and resilience in the operation areas. The post reports directly to the Head of Programs. The post will be based in in Bor, the state capital of Jonglei, with frequent travel to field locations in Duk County.
Specific Responsibilities:
• Lead and manage the FFA team in Bor and Duk
• Ensure that CRS staff receive the necessary training and technical assistance to achieve program objectives
• Establish and develop linkages with government, WFP, INGOs and with other institutions in Jonglei to ensure quality programing and share lessons learned/best practices
• Gain thorough understanding of community level comprehensive resilience plans, including the DRR and emergency planning to reduce risks contributing to food insecurity and disaster
• Support communities using Food for Asset mechanisms in the development of adaptation and mitigation measures identified in DRR planning process
• Track and monitor project progress against set objectives, timelines and budgets and alert the
Head of Programs of any problems in a timely manner
• Support timely and efficient program reporting, as per CRS and donor requirements
Leadership
• Participate in all Senior Program Management Team meetings;
• Participate in all strategic planning and coordination meetings and activities;
• Attend relevant interagency, sector coordination, and representational meetings as required in coordination with respective cluster leads and program managers.
Program Quality
• Provide direct planning/facilitation to critical processes including workshops for project development, Detailed Implementation Plan (DIP) development and MEAL plan development.
• Ensure documentation and sharing of lessons learned of the country program;
• Ensure timely and efficient program reporting, as per CRS and donor requirements
• Increase and support intentional integration of protection integration, conflict reduction, partnership and gender across all programs;
• Ensure all project information is updated on Gateway.
• Support the implementation and compliance of the CRS MEAL policies and procedures
Representation
• Under the guidance of the Head of Programs, represent CRS in workshops, conferences and meetings, ensuring ample representation with key stakeholders;
• Provide regular updates to partners, country program leadership, and government and non-government coordination bodies as requested;
• Establish and maintain good working relations with external agencies and organizations, local partner organizations, and provincial and local government offices; facilitate exchange of information and experiences;
• Ensure CRS cluster participation and inclusion in the annual work plan process as required
Human Resource Management
• Conduct periodic reviews of staff performance in keeping with CRS’ performance management system and mentor staff to ensure high levels of motivation, commitment, capacity and teamwork.
• Directly supervise project technical staff to ensure that the project is adequately supported in reaching project objectives and reporting requirements.
• Supervise and provide regular support to the Senior Commodity Manager, Engineer, and FFA Officers (2)
• Identify training needs for team members under his/her supervision and support the development of program quality capacity building for team members and partners
• Ensure the capacity development and mentoring of the national staff
Business Development
• In collaboration with the HOP and Business Development Manager identify and pre-position for new funding opportunities;
• Support the development of all new project proposals (assessments, project design, writing, technical review, etc.)

Key Working Relationships:
• Internal to CRS: Country Representative, Head of Programs, RFSP Chief of Party, LRRP Project Director, Safety and Security Advisor, EARO Regional Technical Advisors.
• External to CRS: Government organizations, representatives from for-profit and other non-profit organizations, other representatives including UN, and other stakeholders.
Qualifications and experience:
• Graduate degree in a development or livelihoods related field
• Sound management skills, including a minimum of five years of project management experience in an international post-conflict setting
• Demonstrated ability to work closely and effectively with government structures in a developing country context
• Demonstrated experience in FFA programming
• Strong cross-cultural skills and a demonstrated ability to influence change without direct authority, and to work successfully with farmers and professionals
• Professional working experience in South Sudan, especially in Jonglei, would be an advantage
• Strong leadership and teamwork skills
• Excellent written and oral communication skills
• Vision, and ability to think strategically and innovatively
• Ability to explain advanced topics simply and clearly
• Ability to respond practically to challenging situations and tolerate basic field conditions in remote sites
• Good listening ability and strong interpersonal skills
