The World Service is the internationally recognized humanitarian and development arm of the Lutheran World Federation (LWF), assisting people in need irrespective of their ethnicity, religion or gender. Position Summary

The LWF World Service (WS) Grants Manager is responsible to develop high quality project proposals and concept notes for direct submission to key donors including US Government (BPRM and USAID), ECHO, Europeaid, UN Agencies and other major institutional donors. Experience with and an understanding of the rules and requirements of these donors is essential.

Developing log-frames, work-plans, budgets and monitoring processes/templates will be a key task, requiring hands-on work with the LWF Uganda country program team ahead of and during the proposal development process. The ‘needs assessment’ is also an important and major element for proposal development and, while not being the responsibility of this position, must be undertaken by the Uganda country program team to enable the task to be completed by the Grants Manager. The LWF-WS Grants Manager will need the ability to adapt and quickly shift focus and/or agenda in response to shifting priorities within the country program while taking on diverse tasks within the proposal development process from writing, developing monitoring plans, and providing administrative support.

Based in Kampala, Uganda, the LWF-WS Grants Manager shall report to the LWF-WS Uganda Program Coordinator (line manager) and to the LWF-WS Global Funding Coordinator in Geneva (for technical and work-planning matters).

Qualifications

Master’s degree in humanitarian or development work, and/or other related social science.

Knowledge and Experience

  • Several years of professional experience in international humanitarian and development program Experience in project plan donor networks. Work experience with institutional donors including ECHO & Europeaid is required.
  • Cultural sensitivity and adaptability. High degree of integrity and professional responsibility.
  • Working experience in Eastern, Central and Horn of Africa is an asset.
  • Flexibility, patience and ability to work under pressure in challenging contextual circumstances and working with very tight deadline.
  • Ability to work independently and at times with little supervision.
  • Ability to travel in the region at short notice.
  • Strong organizational, interpersonal, verbal and written communication.
  • Strong computer literacy.

Language Skills

Advanced English.

Main duties

Grants Management:

  • To conduct regular and continuous site visits and completes site visit reports to track project progress, measure performance, and ensure accountability, especially to the targeted communities.
  • To assist the implementing project officers in identifying program challenges or concerns, and in collaboration with the sub Program Manager, provide the necessary support.
  • To manage assigned grants’ reporting, ensuring high-quality, well-written and timely reports meeting donor and LWF requirements, with support from the M&E Manager and Finance Manager.
  • To ensure quality information management related to the assigned grants by overseeing the regular maintenance of the files, reporting calendars, and updating of internal LWF documentation and grant unit tools.
  • To coordinate with the M&E Manager and Finance Manager to ensure that donor reports (both financial and narrative) are generated and sent out to the relevant donor in time.

Monitoring and Evaluation:

  • To organize grant monitoring visits to ensure that the project is implemented in compliance with the LWF and donor regulations,
  • To ensure the proper operational opening and closing of the assigned grants as well as monitoring and evaluation of programmatic progress. Disseminate project follow- up reports to guide timely action.
  • To work with the M&E Manager to develop and maintain program monitoring and evaluation tracking tools to ensure all project indicators report clear linkage of activity outputs to intended outcomes and that the progress of change is clearly tracked.
  • To assist in organizing exchange visits with other country programs and also receive colleagues implementing similar grant sin other LWF country programs.

Program support:

  • To support program department in identifying and/or responding to funding opportunities and ensuring that quality proposals are prepared in relation to the needs of the community.
  • To act as custodian of documentation of institutional knowledge and program documents in coordination with relevant program staff in line with headquarter requirements.
  • To support the country Representative to review, update and archive program policies, guidelines and other information needs as required by the headquarters in Geneva.
  • To support the Program Coordinator as needed in development of high quality proposals for new development opportunities, including review of concept notes, proposals and budgets.
  • To conduct monitoring visits to other field locations as possible and as assigned by the supervisor.

Other:

  • To support the country Representative with specific field monitoring visits to Burundi as assigned from time to time.
  • To carry out any other duties as assigned by the supervisor.

The Lutheran World Federation (LWF; German: Lutherischer Weltbund) is a global communion of national and regional Lutheran churches headquartered in the Ecumenical Centre in Geneva, Switzerland. The federation was founded in the Swedish city of Lund in the aftermath of the Second World War in 1947 to coordinate the activities of the many differing Lutheran churches. Since 1984, the member churches are in pulpit and altar fellowship, with common doctrine as the basis of membership and mission activity.

On October 31, 1999, in Augsburg, Germany, the Lutheran World Federation signed the Joint Declaration on the Doctrine of Justification with the Roman Catholic Church. The statement is an attempt to narrow the theological divide between the two faiths. The Declaration also states that the mutual condemnations between 16th-century Lutherans and the Roman Catholic Church no longer apply. A similar event took place in Lund Cathedral at the 500th anniversary of the beginning of the Reformation when Pope Francis visited Scania, Sweden's southernmost province that originally was Danish

The federation was organized at Lund, Sweden, in 1947. Based in Geneva, Switzerland, it replaced the more informal Lutheran World Convention, which had been founded in 1924. The goal was to coordinate international activities of the many Lutheran churches, to provide a forum for discussions on theological and organizational issues, and to assist in philanthropy, missionary activity, and exchange of students and professors. A key leader was Executive Secretary Sylvester C. Michelfelder (1889–1951), representing the American Lutheran Church. He had been a leader in organizing $45 million in American help for the rebuilding of Protestant churches in Germany after 1945. By the time of his death in 1951, the federation represented 52 churches in 25 countries.
