- Mobilise the different segments of the population to ensure their integration and effective participation in the social development of the region, as well as the promotion of youth organisations and professional associations to ensure maximum participation in the activities of the Community;
- Provide a permanent institutional framework within ECOWAS through which issues related to Youth and Sports activities in the sub-region can be developed and promoted.

Organizational Framework of the Centre

The Youth and Sports Development Centre (EYSDC) is one of the Directorates under the Social Affairs and Gender Department of the ECOWAS Commission. It is based in Ouagadougou (Burkina Faso) under the headquarters agreement signed between the Burkina Faso authorities and the ECOWAS Commission.
Decision N° A/DEC 13/01/2005 of 19th January 2005 had adopted the organizational structure comprising of four Divisions (Youth, Sports, Administration and Finance, and TIC). However, since 2008, the Centre has undergone some structural modifications following the transfer of the ECOWAS Volunteers Programme (EVP) from the Political Affairs, Peace and Security Department of the Commission (CPAPS) to the EYSDC, under the Social Affairs and Gender Department.
The EVP is centralized in organisation, but decentralized in its application to allow for flexibility and adaptation to the current realities of each country. The strategic directions, including the formulation of the overall vision, goals and objectives of the Programme, is the responsibility of the Regional Coordination Council (RCC), whose role, among others, is to ensure that the EVP becomes a genuine voluntary arm of ECOWAS.
Being a cross-cutting programme, the ECOWAS Volunteers Regional Coordination Council (RCC) includes representatives of relevant departments of the ECOWAS Commission. The RCC is chaired by the Commissioner for Social Affairs and Gender of the ECOWAS Commission. She is assisted by the Director of the ECOWAS Youth and Sports Development Centre (EYSDC), as Alternate Chairman of the RCC.
The executive arm of the RCC is the Regional Office, provided by the EYSDC in Ouagadougou (Burkina Faso). Duties and Responsibilities
The ECOWAS Volunteer Gender Specialist will work directly with the Ministry of Gender, Children, and Social Protection of Liberia and undertake the following duties and responsibilities:

Provide technical input and guidance on gender issues in the planning, budgeting, implementation, and reporting of projects and initiatives to ensure expected results, as needed;
Provide technical assistance, such as gender assessments and surveys, designing and conducting training on gender mainstreaming and other related topics, designing and conducting research on gender topics.
Carry out gender analysis to generate sound evidence and justification for the promotion of gender equality in development policies and the program;
Provide inputs for project and program development and monitoring and evaluation in order to integrate gender analysis and outcomes into projects and initiatives;
Develop gender reports, assessments, analysis and recommendation
Prepare comprehensive Monthly/Quarterly/Annual reports, as needed.
Assist in addressing all Gender related issues as needed by the program.

Required Qualifications and Experience

Bachelor Degree in Gender Studies, Development or related Social Science field.
3 years of progressive professional experience in gender analysis and development.
Experience in proposal writing, proposal management, and report writing.
Experience in monitoring and evaluation.
Ability to undertake travels remotely
Sense of initiative and anticipation
Knowledge of volunteerism is an asset
Ability to work with little supervision
Being proactive and enterprising (taking initiative);
Good computer skills – Office Suite;
Good inter-personalskills

Language Requirements:

Perfect command of the English language (written and oral) is mandatory.

The ECOWAS Volunteer Mathematics Teacher will work directly with the Ministry of Education of Liberia and undertake the following duties and responsibilities:

Follow schemes of work for Mathematics at all Key Stages
To ensure the effective/efficient deployment of classroom support
Ensuring a high quality learning environment within the Mathematics area
To ensure discipline and encourage good practices with regard to punctuality, behaviour, standards of work and homework
Promote aspects of Personal Development related to Mathematics
Updating professional knowledge and expertise as appropriate to keep up to date with developments in teaching practice and methodology, in general, and in the curriculum area of Mathematics
To evaluate and monitor the progress of students and keep up-to-date student records as may be required.

Required Qualifications and Experience

Bachelor degree in Mathematics or other related science courses.
At least two years of teaching experience
Knowledge of post conflict community
Ability to live and work in remote places.
Excellent writing and verbal communication skills
Sense of initiative and anticipation
Knowledge of volunteerism is an asset

Advise, guide and provide input into the formulation of quality project proposals for intervention in the areas of women empowerment and peace building,
Ensure timely and proper collection of documentation regarding the implementation of women empowerment and peace building -related programmes.
Provide technical assistant in coordination with national and development partners for more effective and coordinated implementation of the country strategies in the area of women, peace and security;
Advocate for and provide technical guidance on the integration of women’s perspectives and gender analysis into gender and peace building engagement in Liberia.

Required Qualifications and Experience

Bachelor degree in Gender Development, International Affairs/Relations
At least five years relevant experience in the field of gender and peace building;
Knowledge of and country experience in conflict and post-conflict situations;
Experience supporting women’s organizations in conflict and post conflict situations is desirable;
Proven experience and results in providing high quality technical support on gender and peace building;
Professional project management, monitoring and evaluation experience.
Ability to undertake travels remotely
Ability to travel extensively to remote places.

Duties and Responsibilities
The ECOWAS Volunteer Chemistry Teacher will work directly with the Ministry of Education of Liberia and undertake the following duties and responsibilities:

Follow schemes of work for Chemistry at all Key Stages
To ensure the effective/efficient deployment of classroom support
Ensuring a high quality learning environment within the Chemistry area
To ensure discipline and encourage good practices with regard to punctuality, behaviour, standards of work and homework
Promote aspects of Personal Development related to Chemistry.
Updating professional knowledge and expertise as appropriate to keep up to date with developments in teaching practice and methodology, in general, and in the curriculum area of Chemistry.
To evaluate and monitor the progress of students and keep up-to-date student records as may be required.

Detailed knowledge and experience in Food Security Analysis including household surveys, market analysis, livelihoods-based analysis, assessments of food security based needs, monitoring food security policies.
Demonstrated ability to implement a variety of analytical methodologies/technique
Demonstrated capacity to support, advise and guide training processes on Food Security Analysis

Maintains production and quality of radiographs by following established standards and procedures; developing radiographs; observing radiographic results; making necessary adjustments.
Administer radiopaque substances by injection, orally, or as enemas to render internal structures and organs visible on x-ray films or fluoroscopic screens
Maintains safe and clean working environment by complying with procedures, rules, and regulations.
Gains patient cooperation by reducing anxieties; providing explanations of treatment; answering questions.
Review or transmit images and information using picture archiving or communications systems.
Conduct physical examinations to inform decisions about appropriate procedures.
Confer with medical professionals regarding image-based diagnoses.
Perform or interpret the outcomes of diagnostic imaging procedures including magnetic resonance imaging (MRI), computer tomography (CT), positron emission tomography (PET), nuclear cardiology treadmill studies, mammography, or ultrasound.

The ECOWAS Volunteer Assets Management Specialist will work directly with the Ministry of Agriculture of Liberia and undertake the following duties and responsibilities:

Coordinate the management of Ministry of Agriculture fixed assets including agro equipment, vehicles, land irrigation system and plants.
Coordinate and account for the management of assets across the fifteen counties of Republic of Liberia.
Develop and manage assets monitoring and tracking system
Build the capacity of local team in assets management
Develop value chains for both cash and food crops

Examine patients using equipment, such as radiograph (x-ray) machines and fluoroscopes, to determine the nature and extent of disorder or injury.
Order and interpret the results of diagnostic tests, such as prostate specific antigen (PSA) screening, to detect prostate cancer.
Perform abdominal, pelvic or retroperitoneal surgeries
Prescribe medications to treat patients with erectile dysfunction (ED), infertility or ejaculation problem.
Work with other physicians and specialists to provide patient care.

Duties and Responsibilities
The ECOWAS Volunteer Anesthesiologist will work directly with the Ministry of Health of Liberia and undertake the following duties and responsibilities:

Coordinate administration of anesthetic with surgeon during operation.
Administer anesthetic or sedation during medical procedures
Monitor patient before, during and after anesthesia and counteract adverse reaction and complication
Document type and amount of anesthesia and patient condition throughout procedure.
Confer with other medical professionals to determine type and method of anesthetic or sediation to make patient insensible to pain
Position patient on operating table to ensure patent comfort and accessibility
Decide when patients have recovered or stabilized enough to be sent to another room or ward, or to be discharged.

Required Qualifications and Experience

Bachelor’s Degree in Medicine or related fields
Five years experience working as an Anesthesiologist
Certification and license to practice

The ECOWAS Volunteer Trauma Surgeon will work directly with the Ministry of Health of Liberia and undertake the following duties and responsibilities:

Perform first assistant duties in the operating room
Assists with post-operative management and follows the patient through the critical care portion of their recovery
Identifies and prioritizes surgical, medical and psychosocial problems
Orders and interprets appropriate laboratory and diagnostic studies and collates data
Enables continuity of care by following up in the Trauma surgery clinic
Triages patients to the ER or trauma clinic
Manages patients undergoing a broad range of procedures, including Orthopaedic, ENT, OMFS, Urology and Vascular
Determines when appropriate consultation is needed and speaks with that service

Required Qualifications and Experience

Bachelor’s Degree in General Surgery or Emergency Medicine
Five years experience in examining and treating patients with life threatening conditions
Ability to cope with traumatic situations

Organizational Framework of the Centre

The RCC is chaired by the Commissioner for Social Affairs and Gender of the ECOWAS Commission. She is assisted by the Director of the ECOWAS Youth and Sports Development Centre (EYSDC), as Alternate Chairman of the RCC.
The executive arm of the RCC is the Regional Office, provided by the EYSDC in Ouagadougou (Burkina Faso). The programme’s regional coordination activities are coordinated by a Regional Coordinator under the supervision of the EYSDC Director. At the National level, the National Coordination Council (NCC) serves as the national body through which national policy guidelines for the Programme are given. This Council works towards the understanding and entrenchment of the Volunteer Programme in the national environment. It also serves as advisor to the country office, which is responsible for the coordination of the Programme at national level. The NCC is chaired by the Head of the ECOWAS National Office in the country. It is made up of Focal Points/Representatives of the various ministries, Civil Society Organisations, United Nations Agencies and local youth associations involved in the implementation of the Programme at the National level.

Duties and Responsibilities
The ECOWAS Volunteer Technical Vocational Education and Training Analyst will work directly with the Ministry of Youth and Sports of Liberia and undertake the following duties and responsibilities:

Review existing policies pertaining to vocational education/training Centers and their effectiveness and give recommendations to improve.
Review existing policies pertaining to vocational training and their effectiveness in creating demand for skills based jobs.
Identifying and meeting stakeholders such as companies and sector skills councils, and discuss the opportunities for placing skilled students.
Building capacities of the States to strengthen the existing data collection and processing system to establish a skills-database and labour market information system
Collaborating with small and medium enterprises to develop vocational training models in schools to create demand for skill-based workforce.
Building capacities of the national team to strengthen the Vocational Education and Training component in Liberia.
Support the preparation of reports/project deliverables.

Required Qualifications and Experience

Bachelor Degree in a field relevant to Technical and/or Vocational Education, with extensive experience in the latter field of education.
5 years minimum experience in the field of Vocational Education and Training, as well as Relevant experience in designing and implementing research consultations
Extensive experience in the thematic area of technical and vocational education and training, including the following, National, qualifications Frameworks, Technical and Vocational Education Systems and Governance, Vocational Training and Employment, Evaluation of Education Systems
Sense of initiative and anticipation

Develop and implement various standard monitoring protocols (including questionnaires and survey designs) for different programmes, research studies, and third party assignments.
Develop proposals for conducting base line studies, process review, monitoring and evaluation studies and impact assessment studies for various donor/partner organizations.
Manage field based data collection
Supervise data management and analysis in the required software
Provide Consultation and provide input in synthesizing a process for utilizing baseline information in documentation
Ensure all project reports are produced on time with high quality

Required Qualifications and Experience

Bachelor’s Degree in Statistics or Social sciences with advanced training in monitoring and evaluation
Five years proven track record of M&E assignments
Data analysis and report writing
Knowledge of statistical analysis software management skills

Economic Community of West African States (ECOWAS)

Before the creation of ECOWAS, the collective territory known as West Africa, from a regional point of view, was made up of an aggregation of states that had emerged from different colonial experiences and administrations which largely defined the boundaries of the 15 states domiciled in the area.

Even though member states of the community, today make use of three different imported official languages (English, French and Portuguese), there are well over a thousand existing local languages including cross-border native tongues such as Ewe, Fulfulde, Hausa, Mandingo, Wolof, Yoruba, Ibo, Ga, etc. that constitute its over 300 million people tucked in a vast land of about 5.1 million square kilometres.

Prior to colonialism, the area played host to many proud empires and kingdoms that spanned centuries some of which included Ghana, Mali Songhai, Wolof, Oyo, Benin and Kanem Bornu.

The region’s cultural, linguistic and ecological diversity presents both opportunities and challenges for the integration process. The longing to combine forces politically and economically has always been recognised as a step forward in the desire to engender co-prosperity in the area.

In this regard, the first effort at integration dates back to 1945 with the creation of CFA franc that brought the francophone countries of the region into a single currency union. Then in 1964, Liberian president William Tubman proposed an economic union for West Africa leading to an agreement which was signed in 1965 by the four states of Cote d’Ivore, Guinea, Liberia and Sierra Leone.

However, nothing concrete emanated from these until 1972 when Nigerian head of state Gen Yakubu Gowon and his Togolese counterpart Gnassingbe Eyadema toured the region in support of the integration Idea. Thanks to the drafts that emanated from their efforts as they formed the basis for the emergence of the treaty of Lagos in 1975 which birthed ECOWAS. The treaty of Lagos was initially limited to economic policies but emerging political events led to its revision and therewith the expansion of scope and powers in 1993.

ECOWAS is meant to foster interstate economic and political cooperation. History is on its side in this regard. Dating back to pre-colonial times, West Africans have been among the world’s most mobile populations although much of the migration had been intra-regional. About 7.5 million West African migrants (3 percent of the regional population) are living in ECOWAS countries other than their own. The 1.2 million other migrants are dispersed mainly in North America and Europe. Estimated at about 149 million in 2013, women constitute over 50 percent of the region’s population. The cross-border migration of women as traders and business persons places them as potential champions for promoting integration, even though this is a reality that is yet to be fully exploited.

Over the last few years, West Africa’s population witnessed strong growth, increasing from 70 million to nearly 300 million inhabitants between 1950 and 2010. By the end of 2014, it represents nearly 40% of the population of sub-Saharan Africa. According to the projections of the United Nations, the population of West Africa should reach between 550 and 600 million by 2050. It is the youngest region of the world. Also, with about 5 percent of the world’s population, with an area covering over 40 percent of sub-Saharan Africa, West Africa is the most densely populated on the continent.

The diverse socio-cultural dimension of development should be a necessary building block for establishing peace and security in the region. Drawing strength from its past, leaders of the community have been making sacrifices to keep the shape of the political structure of the region. Provide technical input and guidance on gender issues in the planning, budgeting, implementation, and reporting of projects and initiatives to ensure expected results, as needed;
Provide technical assistance, such as gender assessments and surveys, designing and conducting training on gender mainstreaming and other related topics, designing and conducting research on gender topics.
Carry out gender analysis to generate sound evidence and justification for the promotion of gender equality in development policies and the program;
Provide inputs for project and program development and monitoring and evaluation in order to integrate gender analysis and outcomes into projects and initiatives;

Prepare comprehensive Monthly/Quarterly/Annual reports, as needed.

Organizational Framework of the Centre

However, since 2008, the Centre has undergone some structural modifications following the transfer of the ECOWAS Volunteers Programme (EVP) from the Political Affairs, Peace and Security Department of the Commission (CPAPS) to the EYSDC, under the Social Affairs and Gender Department.
The EVP is centralized in organisation, but decentralized in its application to allow for flexibility and adaptation to the current realities of each country. The strategic directions, including the formulation of the overall vision, goals and objectives of the Programme, is the responsibility of the Regional Coordination Council (RCC), whose role, among others, is to ensure that the EVP becomes a genuine voluntary arm of ECOWAS.
Being a cross-cutting programme, the ECOWAS Volunteers Regional Coordination Council (RCC) includes representatives of relevant departments of the ECOWAS Commission. The RCC is chaired by the Commissioner for Social Affairs and Gender of the ECOWAS Commission. She is assisted by the Director of the ECOWAS Youth and Sports Development Centre (EYSDC), as Alternate Chairman of the RCC.
The executive arm of the RCC is the Regional Office, provided by the EYSDC in Ouagadougou (Burkina Faso). The programme’s regional coordination activities are coordinated by a Regional Coordinator under the supervision of the EYSDC Director. Although the EVP is under the Youth Division of the EYSDC, it is directly supervised by the EYSDC Director for effectiveness.
At the National level, the National Coordination Council (NCC) serves as the national body through which national policy guidelines for the Programme are given. This Council works towards the understanding and entrenchment of the Volunteer Programme in the national environment. It also serves as advisor to the country office, which is responsible for the coordination of the Programme at national level. The NCC is chaired by the Head of the ECOWAS National Office in the country. It is made up of Focal Points/Representatives of the various ministries, Civil Society Organisations, United Nations Agencies and local youth associations involved in the implementation of the Programme at the National level.

Duties and Responsibilities The ECOWAS Volunteer Physics Teacher will work directly with the Ministry of Education of Liberia and undertake the following duties and responsibilities:

Follow schemes of work for Physics at all Key Stages
To ensure the effective/efficient deployment of classroom support

Advise, guide and provide input into the formulation of quality project proposals for intervention in the areas of women empowerment and peace building,
Ensure timely and proper collection of documentation regarding the implementation of women empowerment and peace building -related programmes.
Provide technical assistant in coordination with national and development partners for more effective and coordinated implementation of the country strategies in the area of women, peace and security;
Advocate for and provide technical guidance on the integration of women's perspectives and gender analysis into gender and peace building engagement in Liberia.

Required Qualifications and Experience

Bachelor degree in Gender Development, International Affairs/Relations
At least five years relevant experience in the field of gender and peace building;
Knowledge of and country experience in conflict and post-conflict situations;
Experience supporting women's organizations in conflict and post conflict situations is desirable;
Proven experience and results in providing high quality technical support on gender and peace building;
Professional project management, monitoring and evaluation experience.
Ability to undertake travels remotely

Duties and Responsibilities The ECOWAS Volunteer Agro-Geologist will work directly with the Ministry of Agriculture of Liberia and undertake the following duties and responsibilities:

Conduct Nation - wide soil suitability survey and mapping
Coordinate effective irrigation techniques, utilization and management
Create a credible data base for projects
Provide technical advice year round cultivation crop and climate issue

Required Qualifications and Experience

Master Degree in Geology or Environmental Studies
2 years experience in Agro - Geology projects
Knowledge of a range of sciences and their applications
Ability to work within a multidisciplinary team of scientists and engineers
Computer literacy and the ability to analyze numerical and graphical data
Good written and verbal communication skills
Sense of initiative and anticipation
Knowledge of volunteerism is an asset

Coordinate the development of the food security conceptual framework
Food security assessment methodology and tools;
Coordination of primary and secondary data collection
Capacity building of the local team and;
Analysis and production of periodic reports, bulletins, technical notes

Required Qualifications and Experience

Bachelor Degree in a relevant field - Agriculture, Rural Development, Food Security, Nutrition.
Five years of practical field experience in food security related information systems - agriculture census, poverty monitoring, nutrition surveillance projects
Detailed knowledge and experience in Food Security Analysis including household surveys, market analysis, livelihoods-based analysis, assessments of food security based needs, monitoring food security policies.
Demonstrated ability to implement a variety of analytical methodologies/technique
Demonstrated capacity to support, advise and guide training processes on Food Security Analysis

Review or transmit images and information using picture archiving or communications systems.
Conduct physical examinations to inform decisions about appropriate procedures.

Developing, implementing and monitoring strategic plans, programs, policies, processes, systems and procedures to achieve goals, objectives and work standard in line with the gender mainstreaming in the agricultural sector.
Provide technical advice and guidance on appropriate technical, financial and institutional capacity building measures to achieve gender and rights based programme goals.
Developing, implementing, administering and participating in policy research and analysis

Consulting with and providing expert advice to government officials and board members on policy, program and legislative issues.

Required Qualifications and Experience

Bachelor's Degree in Social Sciences, Gender Studies, or other relevant field
Five years of professional work experience at national and international levels in programming for gender equality and women's rights, including international work experience.

Examine patients using equipment, such as radiograph (x-ray) machines and fluoroscopes, to determine the nature and extent of disorder or injury.
Order and interpret the results of diagnostic tests, such as prostate specific antigen (PSA) screening, to detect prostate cancer.
Perform abdominal, pelvic or retroperitoneal surgeries
Prescribe medications to treat patients with erectile dysfunction (ED), infertility or ejaculation problem.
Work with other physicians and specialists to provide patient care.

Duties and Responsibilities The ECOWAS Volunteer Programme Manager/Specialist (Youth and Sports) will work directly with the Ministry of Youth and Sports of Liberia and undertake the following duties and responsibilities:

Develop Business Plan that will improve the general Management of Sports in Liberia.
Develop National Sports Plan that will include all Sporting activities in Liberia.
Plans, organizes, directs, controls, coordinates and promotes sport and recreational activities, and develops related policies.
Develop identified programs, including locating funding and facilities
Ensure effective systems to track sport development and outcomes; regularly evaluate program components to ensure that the requirements of funders are met and that outcomes measurements are produced that can be effectively communicated to the stakeholders and that can be used to drive program improvement.

Required Qualifications and Experience

Bachelor Degree in Physical Education, Sports Science, Sports Management or Sports Development
Strong interest in sport and an awareness of the issues affecting the sports sector
Proven experience as a Programme Manager or other managerial position
Thorough understanding of project/program management techniques and methods

Duties and Responsibilities The ECOWAS Volunteer Trauma Surgeon will work directly with the Ministry of Health of Liberia and undertake the following duties and responsibilities:

Perform first assistant duties in the operating room
Assists with post-operative management and follows the patient through the critical care portion of their recovery
Identifies and prioritizes surgical, medical and psychosocial problems
Orders and interprets appropriate laboratory and diagnostic studies and collates data
Enables continuity of care by following up in the Trauma surgery clinic
Triages patients to the ER or trauma clinic
Manages patients undergoing a broad range of procedures, including Orthopaedic, ENT, OMFS, Urology and Vascular
Determines when appropriate consultation is needed and speaks with that service

Required Qualifications and Experience

Bachelor's Degree in General Surgery or Emergency Medicine
Five years experience in examining and treating patients with life threatening conditions
Ability to cope with traumatic situations

Certification and license to practice

Review existing policies pertaining to vocational training and their effectiveness in creating demand for skills based jobs.
Identifying and meeting stakeholders such as companies and sector skills councils, and discuss the opportunities for placing skilled students.
Building capacities of the States to strengthen the existing data collection and processing system to establish a skills-database and labour market information system
Collaborating with small and medium enterprises to develop vocational training models in schools to create demand for skill-based workforce.
Building capacities of the national team to strengthen the Vocational Education and Training component in Liberia.
Support the preparation of reports/project deliverables.

Required Qualifications and Experience

Bachelor Degree in a field relevant to Technical and/or Vocational Education, with extensive experience in the latter field of education.
5 years minimum experience in the field of Vocational Education and Training, as well as Relevant experience in designing and implementing research consultations

Consequently, the EYSDC implements her policies, activities and strategic action plans, as well as the ECOWAS vision in the areas of youth and sports, including the ECOWAS Volunteers Programme. The EYSDC’s objective is to initiate, develop, coordinate and implement youth and sports programmes within the Community. To this end, it works to:
- Mobilise the different segments of the population to ensure their integration and effective participation in the social development of the region, as well as the promotion of youth organisations and professional associations to ensure maximum participation in the activities of the Community;
- Provide a permanent institutional framework within ECOWAS through which issues related to Youth and Sports activities in the sub-region can be developed and promoted.

Organizational Framework of the Centre

The Youth and Sports Development Centre (EYSDC) is one of the Directorates under the Social Affairs and Gender Department of the ECOWAS Commission. It is based in Ouagadougou (Burkina Faso) under the headquarters agreement signed between the Burkina Faso authorities and the ECOWAS Commission.
Decision N° A/DEC 13/01/2005 of 19th January 2005 had adopted the organizational structure comprising of four Divisions (Youth, Sports, Administration and Finance, and TIC). However, since 2008, the Centre has undergone some structural modifications following the transfer of the ECOWAS Volunteers Programme (EVP) from the Political Affairs, Peace and Security Department of the Commission (CPAPS) to the EYSDC, under the Social Affairs and Gender Department.
The EVP is centralized in organisation, but decentralized in its application to allow for flexibility and adaptation to the current realities of each country. The strategic directions, including the formulation of the overall vision, goals and objectives of the Programme, is the responsibility of the Regional Coordination Council (RCC), whose role, among others, is to ensure that the EVP becomes a genuine voluntary arm of ECOWAS.
Being a cross-cutting programme, the ECOWAS Volunteers Regional Coordination Council (RCC) includes representatives of relevant departments of the ECOWAS Commission. The RCC is chaired by the Commissioner for Social Affairs and Gender of the ECOWAS Commission. She is assisted by the Director of the ECOWAS Youth and Sports Development Centre (EYSDC), as Alternate Chairman of the RCC.
The executive arm of the RCC is the Regional Office, provided by the EYSDC in Ouagadougou (Burkina Faso). The programme’s regional coordination activities are coordinated by a Regional Coordinator under the supervision of the EYSDC Director. Although the EVP is under the Youth Division of the EYSDC, it is directly supervised by the EYSDC Director for effectiveness.
At the National level, the National Coordination Council (NCC) serves as the national body through which national policy guidelines for the Programme are given. This Council works towards the understanding and entrenchment of the Volunteer Programme in the national environment. It also serves as advisor to the country office, which is responsible for the coordination of the Programme at national level. The NCC is chaired by the Head of the ECOWAS National Office in the country. It is made up of Focal Points/Representatives of the various ministries, Civil Society Organisations, United Nations Agencies and local youth associations involved in the implementation of the Programme at the National level.

Duties and Responsibilities The ECOWAS Volunteer Monitoring and Evaluation Specialist (Youth and Sports) will work directly with the Ministry of Youth and Sports of Liberia and undertake the following duties and responsibilities:

Develop and implement various standard monitoring protocols (including questionnaires and survey designs) for different programmes, research studies, and third party assignments.
Develop proposals for conducting base line studies, process review, monitoring and evaluation studies and impact assessment studies for various donor/partner organizations.
Manage field based data collection
Supervise data management and analysis in the required software
Provide Consultation and provide input in synthesizing a process for utilizing baseline information in documentation
Ensure all project reports are produced on time with high quality

Required Qualifications and Experience

Bachelor's Degree in Statistics or Social sciences with advanced training in monitoring and evaluation
Five years proven track record of M&E assignments
Data analysis and report writing
Knowledge of statistical analysis software management skills
Willing to go to field for supervision of data collection
Capacity to guide and train national team for M&E assignments
Sense of initiative and anticipation
Knowledge of volunteerism is an asset
Ability to work with little supervision
Being proactive and enterprising (taking initiative);
Good computer skills - Office Suite ;
Good inter-personal skills

Language Requirements:

Perfect command of the English language (written and oral) is mandatory.
Knowledge of any other official language of ECOWAS (French or Portuguese) will be considered an asset / advantage

Conditions of Service

An initial contract for 12 months will be offered with a basic Monthly Living Allowance of 412.5 USD or its equivalent in local currency.
At the beginning of the assignment, and only where applicable, a settling-in grant will be paid, and a resettlement grant will be provided at the end of the assignment. Where applicable, air transport from home country to the duty station and return at end of mission is also provided.
A life and health insurance cover for the incumbent of the position will be provided.
Other conditions of service as stipulated in the EVP management and Administration Manual and handbook of Conditions of service shall apply.

Other Conditions:

The position is open to nationals of all ECOWAS Member States, aged not more than 38 years by the date of recruitment.
This position is considered a non-family ECOWAS National Volunteer position.
An international ECOWAS Volunteer cannot serve in their own country of origin.
