  1. Background

DanChurchAid has been supporting and responding to the South Sudanese refugee influx in Uganda since December 2013. Since 7 July 2016, the drastic influx from South Sudan has made DCA more involved in the front line of the response and as a result, DCA has started self-implementation. DCA opened an office in Yumbe in September 2016 to scale adequate humanitarian response to the South Sudanese refugees in Bidibidi Settlement in the next coming years.

As of April 2017, DCA has been selected to be an Implementing Partner of UNHCR on Livelihoods in 3 out of 5 zones in the Bidibidi refugee Settlement in Northern Uganda.

In order to support the refinement and start-up of the livelihoods interventions in Bidibidi DCA is looking for an experienced livelihoods consultant

  1. Overall job description

The livelihoods specialist will provide consultancy services to DCA and together with the DCA Project Manager and the Livelihoods Officers ensure the effective implementation of the project using best practice as well as innovative approaches to livelihoods. He/she will ensure that the project takes off in a timely manner to meets its targets and deliverables on-time and within budget. He/She will provide advise to as well as actively implement together with the DCA project manager and livelihoods officer on the different agricultural interventions and market linkages, income generating activities, cash for work, VSLAS and skills training of the project in Bidi-Bidi.

  1. Your tasks
  2. Identify and refine livelihood opportunities and activities for refugees within or outside settlements[1] in line with the project document. Identify opportunities for market based livelihood options linking refugees with host populations
  3. Develop training programs to assist families in new skills as well as their traditional skills to establish alternative livelihood options successfully
  4. Draft a strategy for DCAs Livelihoods program which includes beneficiary selection criteria, approach and new or current livelihood assistance modalities.
  5. Present field work findings and facilitate a participatory workshop to develop a programme strategy with DCA staff and local partners
  6. Train DCA staff in livelihood interventions
  7. Take active part in the start-up and implementation of the livelihoods activities
  8. Ad hoc trouble shooting,
  9. Ensure that the implementation starts up on time based on solid analyses.
  10. Your qualifications:
  11. University degree in relevant field, post graduate qualifications preferred
  12. Excellent spoken and written English
  13. At least 5 years’ experience with livelihoods, agricultural development programming, and market and value chain analysis
  14. Strong strategic planning, networking, coordination and communication skills
  15. Experience working with national partner organisations including ability to assess capacities and address organisational and staff development needs, as well as planning and coordination of partner activities in a participatory manner
  16. Be able to produce results under pressure and with short deadlines
  17. Experience of mentoring/training local staff and working with partners of different cultural backgrounds. Cultural sensitivity and understanding of the political and cultural context in Uganda (and South Sudan).
