Markets also make an important contribution to dimensions of food security in relation to availability, access and stability. While at the most basic level markets involve the production, distribution and exchange of goods and services, well-functioning, healthy, and equitable markets have more nuanced qualities. These markets are inclusive of the often marginalized actors including women, youth and persons with disability; are resilient to possible shocks; and finally responsive to consumers’ needs and preferences.

Project Background
FilmAid International is a community-based, impact-driven humanitarian communications organization that has since 1999 worked to enhance the effectiveness of aid delivery, knowledge transfer, community resilience, and behavior change in complex emergencies in East Africa, the Middle East, the Caribbean, Southeast Asia, and beyond. Under the Support for Protection and Assistance of Refugees in Kenya (SPARK) programme, FilmAid is working in a consortium of four other partners (Norwegian Refugee Council (NRC), Handicap International (HI), Action Africa Help International (AAH-I) and Danish Refugee Council (DRC) (also known as the SPARK Consortium) to enhance economic resilience and self-reliance of displacement-affected population and marginalized communities in Kakuma Refugee Camp and the host community in Kakuma area, Turkana. This is to be achieved through engaging the persons of concern in livelihoods-related activities including training, identifying and tapping market opportunities for their products and skills in the local, national, regional and global market spaces.
The livelihood interventions under the SPARK consortium will target persons of concern who are aged between 15-65 years across both the refugee and host community in Kakuma and Kalobeyei. This group is of diverse cultural background and forms the largest cohort within the targeted population who are eligible for livelihood interventions translating to 58% of the total population (UNHCR, 2016). On behalf of the SPARK Consortium, FilmAid is seeking a Consultant(s) with combined expertise in these specific sectors: Renewable Energy & solid waste management; Ceramics, leather and other crafts value chains; and Agribusiness to carry out a Market Assessment on Innovative Livelihoods in Kakuma.

Objectives of the Assignment

  • The market assessment on innovative livelihoods will aim to:Assess existing and potential livelihood interventions and key gaps in the livelihoods that can be targeted with context specific innovative approaches;
  • Explore opportunities in a) renewable energy and solid waste management (recycling); b) Handcrafts ceramic products, and leather industry and c) agribusiness initiatives that can be implemented by the Consortium Partners and link these value chains to skills development and ICT (proposed K-hub, online job marketing, online product marketing etc); c. Develop a viable strategy that comprehensively analyses the following sectors: (Renewable energy and solid waste management (recycling); and value chains (Handcrafts, ceramic products, leather industry, and agribusiness initiatives) and generate linkages between the proposed sectors/value chains and skills development with universities, research institutions, existing regional and the global markets offering opportunities to all marginalized groups equally.

Specific Tasks of the Consultant
§ Upon selection, embark on developing an inception report including detailed methodology, work plan and budget for approval by FilmAid Kenya and the SPARK Consortium;
§ Conduct desk review of relevant secondary data up to and including existing information, studies, project reports and including identifying and describing the relevant financial institution, legal and policy framework for livelihood interventions under the SPARK Program;
§ Develop disability-inclusive market assessment tools with participation of key SPARK Consortium Partners with leadership from FilmAid prior to fieldwork;
§ Determine appropriate sample size from which the assessment data will be gathered and design data collection schedule;
§ Propose an inclusive research team if necessary, conduct field preparation/ training for the research team and conduct piloting;
§ Ensure inclusion of Persons with Disability and other persons with specific needs during fieldwork implementation
§ Supervise field primary data collection including implementing data quality control mechanisms;
§ Translate and transcribe into English all materials recorded in local dialects;
§ Conduct data management and analysis using any of the following; Stata, SAS & SPSS for quantitative data and Nvivo, or Atlas.ti etc for qualitative data.
§ Organize 2 Validation meetings (in Nairobi and Kakuma) to present research findings on PowerPoint (utmost 10 slides) on the sectors of Renewable Energy & solid waste management; Ceramics, leather and crafts value chains; and Agribusiness
§ Write the draft market assessment report of findings with actionable strategies linked to the three thematic areas and present these to FilmAid Kenya and the Consortium Partners for validation;
§ Prepare a final market assessment report after review, comment and edits of initial drafts by FilmAid Kenya and the SPARK Consortium Partners.

Expected Deliverables
§ An inception report outlining the current situation in relation to the proposed value chains, agreed ToR, work plan and the refined tools for data collection for the market assessment
§ Meeting to share tools, methodology, draft and final report (4 meetings)
§ Presentation of research findings (utmost 10 slides)
§ Draft report on soft copy submitted for review
§ A final report with practical and context specific recommendations for the Energy/Renewable Energy & solid waste management; Ceramics, leather and crafts value chains; and Agribusiness One soft copy of final report and raw Data
§ Soft copy of SPSS wav. Files (Data template of Data CD/DVD
§ Soft copies of FGD/KII/Interviews transcripts on Data CD/DVD
§ Hard Copies of raw data (Questionnaires and Transcripts).
§ 5 bound hardcopies of the final report in a format recommended by FilmAid Kenya and the SPARK Consortium Partners.

Timeframe
The Consultant(s) shall be engaged for a period of 25 man days. During this period the Consultant(s) shall be engaged according to an agreed upon schedule/work plan. Any substantial changes in the timeline will be discussed with FilmAid Kenya and the SPARK Consortium partners in advance. FilmAid Kenya and the SPARK Consortium partners do not take responsibility for possible changes in the agreed upon schedule due to delays caused by factors beyond their control.

Accountabilities and Responsibilities
It is expected that the winning bidder will form a team of Consultants with experience in the 3 thematic areas.
The Consultants shall report directly to the FilmAid Kenya focal point person. For coordination purposes, the FAK focal point person shall work in close contact with the SPARK Consortium Manager in Nairobi and SPARK Consortium Field Coordinator based in Kakuma.
FilmAid Kenya shall provide for:
§ Guidance throughout all phases of execution.
§ Logistical arrangements – the travel to Kakuma and back to Nairobi (as may be necessary)
§ Availing the full participants as per the agreement
§ Approval of all deliverables including final sign offs for the purpose of making payments.
The consultant will be responsible for:
§ Submitting a detailed proposal in conformity with the specified ToRs
§ Submission of all the required statutory documentation
§ Production of deliverables in accordance with contractual requirements
§ Preparation of a detailed follow-up plan after the consultancy

Education and Competencies Required
§ Advanced academic degree in relevant technical field preferably in Entrepreneurship, Project Management, Economics, Food Security and Livelihoods, Agricultural Economics or related discipline.
§ At least 8 years direct experience working on market assessment and value chain analysis on Energy & solid waste management; Ceramics, leather and Handcraft; and Agribusiness sectors especially in the context of a refugee camp set up.
§ Excellent mixed methods research skills including electronic data capture.
§ Excellent communication and facilitation skills.
§ Strong analytical and critical thinking skills.
§ Abreast knowledge of local communications market trends in country, in the region and abroad.
§ Experience conducting research in refugee camps and marginalized communities.
§ Must be a Kenyan National

Consultant(s) that meet the above requirement should submit concise proposal that includes the following:
§ Expression of Interest including the consultant’s suitability for the assignment and current day time contacts.
§ CVs of experts in Energy & solid waste management; Ceramics, Handcraft, and leather; and Agribusiness including education qualifications and detailed work experience in similar assignments.
§ References of similar work, or documented evidence for other similar assignments.
§ Copy of relevant identification documents including a Copy of Tax compliance certificate or KRA Pin number.
§ The successful Consultant(s) will be requested to submit and present an inception report with detailed methodology, work plan, resources required, team composition, costs to undertake this assignment. This will be approved by FilmAid Kenya and the Consortium Partners and will act as part of the agreement between parties as to how the work will be undertaken.
§ The technical proposal should include a financial proposal and a sample report from a previous engagement
