The role

In consultation with SCI staff, and collaborating organisations, the Consultant will be Responsible for the following tasks;

  • Develop a work plan with timeline
  • and rialserials, including Sfollowing research questions” the consultancyConduct a Desk Review of key materials, including Save the Children International material, SCI Egypt Strategic plans and MHPSS technical frameworks, and MHPSS minimum standards in humanitarian context
  • Map compendiums, lists, best practices of M&E framework in MHPSS interventions
  • Review MHPSS main approaches used in SC interventions eg: HEART, Child and Youth Resilience Program, Psychological First Aid (PFA), Counselling, etc…)
  • Conduct field work with compromises:
  • Meetings with the Country office key staff members
  • Skype meetings with the regional key staff members
  • Field visits to project sites in three locations
  • Meetings with relevant stakeholders and partners
  • Meetings with beneficiaries and communities (Egyptians and non Egyptians)
  • Develop a draft M&E Framework for MHPSS interventions, including objectives and indicators, and recommended M&E tools
  • Conduct a workshop to share findings with relevant staff members

DELIVERABLES

  • Work plan detailing the methodology, timeline and logistics needed for the development of the framework and testing recommended/developed tools due after 7 days after the start of the consultancy
  • Questionnaire and guidance (including ethical consideration in working with children and adolescents)
  • The M&E framework for in country MHPSS interventions with recommended tools (English and Arabic)
  • Recommended tools developed (with guidance of how to test and implement)
  • Final Report and final presentation with key findings in English

Qualifications and experience

  • Masters or PHD holder in psychology or public health
  • 10 years work experience in relevant field (psychology or public health)
  • Experience in developing M&E frameworks and tools
  • Experience in developing M&E frameworks to MHPSS interventions is preferable
  • Familiarity in working with children in particular the most deprived children and communities
  • Familiarity with the humanitarian context and in particularly the Middle East and Euro Asia region.
  • Fluent in Arabic and English is essential

Contract length:

This assignment is expected to take place for a maximum of 40 working days over of a 3 months period (October- December 2017) and will take place in Greater Cairo, Alexandria and Upper Egypt (Assuit).
