Program Overview
TRANSFORM/Primary Health Care Unit (PHCU) is a USAID funded project to improve healthcare outcomes to End Preventable Child and Maternal Deaths (EPCMD) in Ethiopia, which in turn support Government of Ethiopia’s efforts within the Health Sector Transformation Plan (HSTP). TRANSFORM/PHCU will operate in the four most populous regions of Ethiopia (Amhara, Oromia, Tigray and Southern Nations, Nationalities and People’s Region). This will be accomplished in part by: mitigating the drivers of child and maternal mortality in Ethiopia’s most populous regions through the facilitation and implementation of quality health service delivery; improved management and performance of health systems; and implementation of innovative and evidence-based social behavioral change and communication interventions. TRANSFORM/PHCU will strengthen the capacity of the health system to effectively use management tools and implement best practices at all levels of the health system and health care delivery with a major focus at the primary care level that includes primary hospitals and PHCUs.
Position Purpose
The M&E Officer will participate in all the Monitoring, Evaluation (M&E) and Planning activities.  S/he will be responsible for collaborating with all TRANSFORM/PHCU program staff in designing methodologies and scopes of work for project M&E, prepare reports and disseminating findings.  S/he will interface with Regional Monitoring, Evaluation and Learning (MEL) Officers, conduct statistical analyses, and prepare reports and technical papers. In consultation with partners and program staffs compile and prepare annual work plan. Compile and prepare quarterly and annual project activity reports. Plan and execute program data analysis, review and reporting. Provide technical assistance to partners in developing MIS system.
Key Responsibilities
  • Play an active role in the design and implementation of result based M&E system for TNANSFORM/PHCU program through participatory process.
  • Identify key performance indicators with operational definitions, and develop standard data collection formats and guidelines, and provide orientation to program staffs
  • Assist in developing annual activity plan, and prepare Performance Monitoring Plan (PMP) that conform to the donor, TRANSFORM/PHCU management and partners, and monitor progress towards meeting targets
  • Collect activity reports from regional offices and county office program staffs, and prepare quarterly and annual activity reports, and make sure its timely submitted to donors and relevant partners stakeholders
  • Provide technical support to regional Monitoring, Evaluation and Learning (MEL) Officers in executing their roles and responsibilities
  • Follow up and check on comprehensiveness and timeliness of quarterly report submission by sub-grants
  • Coordinates with program staff on designing, implementing, analysis and dissemination of project and program evaluation reports
  • Conduct program level data quality assessments (DQA). Perform consistency and validation analysis of programmatic reports and   facilitates improvement of record-keeping and programmatic data reporting
  • Reviews project proposals from the programmatic M & E perspective
  • Involve in the training of TNANSFORM/PHCU program staff in M & E work
  • Supports record-keeping, data collection, and data analysis in the field
  • Carry out supervisory field visits to spot-check data collection activity and provide necessary onsite technical supports
  • Assist other M&E team members at county office in executing their activities
  • Actively participate in M&E technical working groups under FMOH, and provide need based technical assistance to MOH.
  • Carries out all other duties as required by the MEL Director

 

Basic Requirements
  • Master’s degree in Demography, Statistics, Social Science, Public Health and related fields
  • Five years of relevant work experience
  • Technical knowledge, skill and experience in research, monitoring and evaluation in the areas of Reproductive Health/Family Planning (RH/FP) and Maternal, Newborn and Child Health
  • Ample experience in data analysis, report writing and dissemination
  • Work effectively both as a team member and independently
  • Energetic and outgoing with diplomacy
  • Effective communicator in English
  • Ability to work well under pressure and meet deadlines
  • Experience in working with the health sector
  • Knowledge of HSTP and related transformation agendas
  • Knowledge of statistical software such as SPSS and Word, Spreadsheets and Data base management software will be required.

 

Preferred Qualifications
  • Experience in preparing Performance Monitoring Plan (PMP)
  • Experience in using statistical software: SPSS/ STATA or related
  • Knowledge about population and development
