MANDATE OF THE DEPARTMENT:-

Provide leadership and coordinate support for an expanded UN system response to AIDS at regional and country levels. Promote, support and provide guidance to the UN system in the region to Fast-Track HIV prevention, treatment, care and support and in the achievement of the goals of the UNAIDS Strategy for 2016 – 2021 and the Sustainable Development agenda, and the 2016 Political Declaration on HIV/AIDS. Coordinate the development of strategic information and document the trends on the epidemic and the response as well as provide intellectual leadership on the status of the AIDS response in the region. Provide managerial support and technical advice and guidance to UNAIDS country offices.

Main tasks and Responsibilities of the Position:-

Under the direct supervision and guidance of the Director RST, the incumbent efficiently manages the administrative, human resources, finance and capacity building functions within the RST and UNAIDS Countries Offices in accordance with applicable rules, regulations, procedures and policies. Provides input to the Director, RST and UNAIDS country staff in the region managing financial, administrative, operational and human resources related issues. Organizes the administrative functions at the RST and monitors the work of the Administrative support in the country offices to ensure effective administrative support and implementation of workplans. Prepares and assesses the RST operational budget and provides input to the Director, RST, on fund utilization and ensures timely adjustments to respond to emerging needs at regional and country level.In order to facilitate work planning and monitoring, prepares and assesses work plans and budgets proposals for RST. Monitors and assesses all contracting and contract administration of the RST, ensuring compliance with the organization’s regulations, rules, procedures and guidelines.Ensures the security in the premises of the RST and the safety of UNAIDS staff and assets.Administers the protocol and associated matters of the UNAIDS country offices and performs any other relevant duties as required by the Director, RST. Collaborates with all staff in the region, particularly the UNAIDS Country Directors, to ensure their full understanding of administrative and management policies and practices, facilitating their implementation at all levels of the region and ensuring consistency in the application of WHO’s Financial Regulations, Rules and WHO’s Staff Regulations and Rules, providing guidance and advice on application and interpretation to safeguard UNAIDS interests and commitments.All other related duties as assigned.

REQUIRED QUALIFICATIONS

Education: Advanced university degree at the Master’s level in business, public administration, finance, accounting or related fields. A first university degree and 4 years of relevant working experience will be considered as equivalent for internal candidates.

Experience of UN operations at country level and familiarity with financial management tools and computer software packages.

Languages: Advanced knowledge of English and Arabic. Knowledge of another UN language would be an asset.
