Context:

Under the overall supervision of the Chief of Mission (COM) in Libya, the direct supervision of the Senior Programme Coordinator, and with technical guidance from the Regional Migrant Assistance Specialist at the Regional Office (RO) in Cairo, where needed, the successful candidate will coordinate and manage IOM Libya’s Voluntary Humanitarian Return and Reintegration (VHR) activities. S/he will also research policy, legislation, administrative structures, operational systems and human resource base needed to tackle diverse migration problems in general and related to VHR in Libya.

Core Functions / Responsibilities:

  1. Develop and implement VHR strategies in close coordination with the Department of Emergency (DOE) at HQs, Migrants Assistant Division (MAD)-dedicated project staff, government authorities, transit and receiving missions, and implementing partners.
  2. Develop and maintain liaison with government authorities, including the Directorate for Combating Illegal Migration (DCIM), diplomatic missions of the main third country nationals in Libya, national and international institutions, to ensure relevant update and smooth implementation of project activities.
  3. Be responsible for the overall support and implementation of the Resettlement activities in

Libya.

  1. Provide daily management and supervision of all resettlement processing activities for staff working on the Libya programme, including training and technical assistance and ensuring effective cooperation between resettlement activities and all other IOM units (e.g Migration Health Division (MHD), Operations and other units).
  2. Review and analyze trends on migration to and from Libya and provide technical advice on relevant migration-related trends and policies.
  3. Develop and implement initiatives aimed at promoting the programme’s visibility and overall

VHR activities in Libya.

  1. Develop appropriate monitoring tools to ensure effective development and implementation of projects and activities, as well as planning and designing of new initiatives for the promotions of VHR.
  2. Oversee all financial, administrative, and technical aspects of VHR components and ensure that implementation of these activities are in accordance with donor and IOM requirements.
  3. Ensure reporting compliance and identify/undertake corrective action in implementation when required; identify and put into practice potential synergy with other on-going VHR return activities.
  4. In liaison with IOM Countries of Origin (CoO) office, supervise the coordinate and the delivery of reintegration support to returnees from Libya in CoO.
  5. Ensure proper planning and implementation of VHR communication and outreach strategies targeting potential beneficiaries, diplomatic missions, donors, partners and other relevant stakeholders.
  6. Monitor and follow up on financial management and accountability of VHR programmes in coordination with the Senior Resource Management Officer (SRMO) to ensure timely and accurate reporting to donors.
  7. Supervise and manage all programme staff including field staff under the VHR Libya programme.
  8. When needed, represent IOM at coordination and local cluster meetings, related fora, and other related events.
  9. Undertake duty travel relating to programme assessment, liaison with counterparts, problem solving, and VHR project development, as required.
  10. Perform such other related duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Political or Social Sciences, Development Studies, Human Rights, International Relations, Law or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Experience in the field of migrants’ assistance with a Government or UN agency, or a regional or international organization in the Middle East and/or North Africa;
  • Good knowledge of UN, IOM, International Organizations and NGO mandates and programmes in the area of migrant’s rights, humanitarian assistance, post conflict migration and development;
  • Direct experience in the region an advantage;
  • Experience in the usage of office software packages (MS Word, Excel, etc.);
  • Knowledge of spreadsheet and data analysis an added advantage.

Languages

Fluency in English is required. Working knowledge of French and Arabic is an advantage.

*The position is based in Tunis with possible relocation to Libya.
