Description:

Capacity Development & Support (CDS) Component Two is requiring an Orphan and Vulnerable Children (OVC) Specialist to support the CDS program with programmatic/ technical guidance, training and mentoring as well as oversight management of Orphan & Vulnerable Children and Youth (OVCY) community-based HIV/AIDS sensitive child protection programming.

Job Summary / Responsibilities:

The OVC Specialist will be responsible for technical oversight of OVCY program implementation (e.g. Service Delivery & Support for OVCY Families, Supportive Referral Initiative for OVCY programs, etc.) for the CDS Implementing Partners. The specialist will report to the Technical Manager. S/he will oversee overall planning, implementation and monitoring of integration of HIV prevention into care and support for OVCY programming. In order to be successful in this role, the incumbent will be required to travel to the field from time to time to fulfil the requirements for effective program implementation.

Responsibilities

  • Coordinate and oversee the work of all CDS OVCY Implementing Partners.
  • Facilitate Implementing Partners technical assessments to assist OVCY partners in identifying priority needs for enhancing integration of HIV sensitive programming to improve quality of OVCY service delivery.
  • Work closely with the CDS team in developing technical capacity strengthening action plans that are informed by specific implementing partners’ needs identified during assessments.
  • Provide technical assistance to CDS staff and implementing partners to ensure alignment of OVCY care and support with the PEPFAR 3.0 strategy and Social Protection Strategy.
  • Conduct site visits to support improvement of care and support services, monitor implementation of interventions, as well as conduct periodic progress reviews with USAID and partners
  • Assist OVCY partners to implement evidence-based structured HIV prevention programs such as Vhutshilo and / or Let’s Talk.
  • Provide ongoing capacity building and mentoring for OVCY partners implementing structured HIV prevention programs and ensuring that OVCY interventions are aligned to guidelines and strategic objectives of DSD, DoH and DBE with special focus on comprehensive OVCY interventions.
  • Facilitate exchange learning and coordination of best practice OVCY interventions, support the production of and contribute to the writing of OVCY project briefs, presentations, technical reports, case studies and contribute to drafting peer reviewed articles related to project activities and research findings.
  • Work closely with the Program Management, Monitoring & Evaluation Components and other stakeholders, develop and implement OVC focused M & E tools friendly to all implementing partners, as well as contribute to the development and implementation of knowledge management strategies.
  • Assist with the development/adaptation relevant guidelines, job aides, checklists, SOPs, and other tools in line with Child Protection, OVC and HIV/AIDS national policies.
  • Share relevant technical updates and best practices with FHI 360/CDS units and partners through brown bag and networking sessions
  • Participate in the review and refinement of OVCY implementing partners’ programmatic deliverables
  • Participate in developing monthly, quarterly, and annual reports and work plans
  • Participate and represent CDS in stakeholders meetings as may be requested
  • Undertake any other duties as assigned by Technical Manager

Qualifications:

Education and Experience

  • Master’s in Public Health or Social work or a related field
  • 5 years’ experience in technical oversight and management of OVCY community-based HIV/AIDS sensitive child protection
  • Extensive knowledge and experience in the field of child protection systems with a focus social welfare services for vulnerable children, programme management, monitoring and evaluation. Knowledge and understanding of the key drivers of vulnerability including the impacts of HIV upon families and communities, poverty and marginalization.
  • Experience in the design, implementation of systems for the delivery of services to vulnerable children would be advantageous.

Essential Skills and Knowledge:

  • Excellent analytical, oral and written communication skills.
  • Knowledge of SAG, DSD, DBE, DOH policies and guidelines in relation to OVC programs
  • Energetic, independent, self-motivated.
  • Ability to manage multiple priorities and projects while working as part of a team
  • Good knowledge of basic computer skills (Email, Internet, Word, etc.).
  • Fluency in English and an ability to communicate fluently in one of SA indigenous languages
  • Valid driver’s licence
