WorldFish, a member of the CGIAR Consortium, is an international, nonprofit research organization. WorldFish is recruiting a Procurement Coordinator who will be responsible for leadership, co-ordination and management of all Procurement activities led by our Egypt office. The position holder will be expected to provide a seamless and prompt service to all projects with respect to procurement of goods and services ensuring strict adherence with WorldFish’s procurement guidelines, the funding agency regulations and Egypt tax and VAT rules.
Key Responsibilities
- Manage the procurement process inclusive of vendor selection / accreditation, procurement planning by project, supporting internal procurement committees, purchasing and inventory management.
- Prepare vendor agreement / contracts in compliance with WorldFish policy and guidelines.
- Track the agreement for timely renewal or termination to ensure the implementation of agreements and contracts is in a transparent manner.
- Provide advise for improvements to procurement policies, procedures, guidelines and tools.
- Ensure efficient inventory management of all project assets by undertaking field visits time to time.
- Provide day to day support to field level procurement activities as when required by the project.
- Collect quotation from suppliers and prepare bid analysis to submit to the procurement committee and management for their review and approval.
- In consultation with project staff, plan and co-ordinate awarding of POs/Contracts to suppliers.
- Ensure efficient, transparent and cost effective procurement of goods and services.
- Keep linkage with GOB/NGOs and others officials as necessary in order to remain abreast with changes in procurement practises, tax and VAT issues of the country.
- Familiarity with donor (i.e. USAID) rules and regulations relating to procurement.
- Knowledge on VAT and Tax requirements.
- Knowledge and experience in managing the procurement function.
Requirements
- Relevant degree (Business Administration, Management, Finance, Accounting or Logistics Management).
- Formal qualification as a procurement expert.
- Experience on procurement of goods and services in international NGOs.
- Good knowledge of asset management, inventory exercises and warehousing.
- Able to conduct procurement training for junior colleagues.
- Experience working in procurement in NGO sector in Egypt.
- Ability to work with minimum supervision. Consistent approach to work with energy and a positive, constructive and proactive attitude.
Timeframe and location
This position will be based at the WorldFish Office in Egypt. Interviews are expected to be held in Cairo April / May 2017 and short-listed candidates should be available to attend. The successful candidate should be available to commence in May / June 2017. Only short-listed candidates will be notified.
