Background
The state of cancer treatment in Africa today looks similar to that of HIV in the early 2000s. There are effective tools to diagnose and treat cancer, but access is largely limited to wealthy countries. Sub-Saharan Africa’s cancer burden is significant and growing. In 2012, there were an estimated 626,400 new cases of cancer and 447,700 deaths from cancer in Sub-Saharan Africa. Cancer mortality in Africa is projected to more than double by 2030. Yet the global market for cancer treatment functions poorly for people with cancer in Sub-Saharan Africa, resulting in high prices and limited availability. Chemotherapy is not accessible to the vast majority of patients who need it, and more than half of the countries in Africa have no radiotherapy at all. As a result, cancer in Sub-Saharan Africa is almost twice as lethal as in the United States.
CHAI and the American Cancer Society formed a partnership to expand access to cancer treatment in Africa. The program is focused on engagement with pharmaceutical manufacturers as well as in-country support to the governments of Uganda, Nigeria and Ethiopia. We are building a small team of ambitious, creative individuals to design the strategy and drive the work.
The Cancer Program Manager directs a portfolio that focuses on assisting government health ministries with quantification and procurement of high-quality, affordable chemotherapy and supporting the development and implementation of cancer treatment guidelines adapted for the African region. In this work, the Program manager will work closely with government officials, IBM, the National Comprehensive Cancer Network (NCCN), and African cancer experts, as well as other members of the CHAI and ACS teams.
This position requires up to 30-40% travel in resource-limited settings.
The projected end date will be October 2017 with extension beyond this date contingent on funding.
Responsibilities:
- Lead technical support for ChemoQuant, an online chemotherapy forecasting tool developed through a partnership with IBM. Utilize a detailed understanding of cancer treatment protocols and drug therapy to add additional functionality to the tool, working closely with our partners at IBM.
- Work closely with partners in African health ministries, cancer treatment centers and government procurement agencies to create chemotherapy forecasts and procurement plans.
- Work closely on projects to improve the market for cancer treatment, linking our government partners to high-quality, cost-competitive suppliers.
- Support a collaboration with African cancer experts and the National Comprehensive Cancer Network (NCCN) to adapt existing cancer treatment guidelines for use in Sub-Saharan Africa.
- Collaborate with African health ministries to facilitate uptake and implementation of updated treatment guidelines.
- Participate in the development of technical resources such as handbooks, guidelines, tracking tools, and training programs.
- Monitor and document progress against project objectives, adjusting implementation as needed.
- Conduct rigorous analysis across the program and develop external communication materials and reports across the cancer program.

The Program Manager must be able to function independently and flexibly, solving problems as they arise. This role requires strong relationship management. - 5 years of relevant work experience minimum; with 5-10 years preferred strongly preferred in a demanding, results-oriented environment- a background in healthcare, strategy consulting, or a related field
- Strong interpersonal skills
- Strong communications skills, both written and oral, and the ability to deliver compelling presentations
- Excellent problem solving, analytical and quantitative skills
- Fluency in Excel and PowerPoint
- Ability to think creatively, handle ambiguity, and work in a fast-paced environment

- Ability to learn on the job quickly and absorb/synthesize a broad range of information
