The Children’s Radio Foundation uses radio to create opportunities for youth dialogue, skill building, leadership, and advancing human rights, training and mentoring a new generation of youth broadcasters across Africa. Programme Director
The Programme Director is a senior member of CRF’s management team, with the primary responsibility of oversight and management of CRF’s country programmes and projects, managing project managers and working closely with all functional units of the organisation, including finance, fundraising, monitoring, evaluation and learning (MEL), HR, and strategic development. The position is based at CRF’s Cape Town office.

Key Performance Areas

  • Provide strategic and advisory role for our six country teams on programme and project development and management
  • Ensure that realistic operational and project plans and budgets are developed and implemented
  • Ensure compliance to donor requirements and guidelines
  • Lead and support development of proposals for funding of new projects, in conjunction with country teams and management
  • Lead and coordinate internal review processes to identify project successes, challenges, and lessons learnt, and document for internal use and external audiences with the MEL team
  • Manage and support the work of external consultants
  • Promote programme innovation and integration, including new tools for research, project implementation, and MEL

Qualifications and Experience Required:

  • Bachelor’s degree in Public Health, Social Science or related field; Master’s or other advanced degree preferred. As several of CRF’s projects deal with adolescent health issues, public health training and experience is recommended.
  • 5 years of relevant work experience in programme development and project management with an NGO
  • Solid understanding of project cycle development, implementation and MEL
  • Strong understanding of EU, DFID, UN and other funding agencies

Competencies Required:

  • Demonstrable experience in programme design and management, including innovative approaches, process improvement and project management in resource limited settings
  • Experience in managing complex stakeholder processes and ability to provide clear communication around those processes at all levels
  • Well-developed interpersonal skills, particularly strong communication skills
  • Excellent writing skills, including proposals, reports and communication materials
  • Experience in managing key donor and external strategic partner relationships; further enhancing these relationships and meeting diverse donor requirements
  • Strategic thinker, with excellent analytical, problem-solving skills and research skills
  • Demonstrable experience in developing and managing project budgets to both internal management and funder specifications
  • Ability to lead and develop staff effectively, maximising their potential
  • Ability to lead overlapping projects, ensuring coordination, synergy and optimisation of resources
  • Ability to manage multiple key strategic priorities under time pressure
  • Strong understanding of MEL processes and systems
  • Ability to speak, read and write in French is a considerable advantage
