JOB PURPOSE
Safety Nets and Social Protection Unit – Evaluations Unit/RBC
Brief description
The World Food Programme (WFP) is the world’s largest humanitarian agency, fighting hunger worldwide. With its new Strategic Plan (2017-2020), WFP will increasingly provide technical support to governments to strengthen their national safety net programmes and social protection systems. This will include but not be limited to WFP’s support to safety nets and education through school feeding, as a key part of many national social protection strategies.
The Safety Nets and Social Protection unit within WFP’s Programme in Regional Bureau in Cairo provides support to country offices implementing school feeding in support of education and providing technical assistance to national school meals programmes and other safety nets for scale-up, increased efficiency and handover.
The unit seeks an intern acting as research assistant to support WFP RBC in its effort to: a) position school meals as a social protection intervention in countries and support improved efficiency, effectiveness of selected school meals programmes and transition to ownership; b) broaden the understanding of the role of school meals in contributing to education outcomes and especially to education in emergencies, and related strategic partnerships; and c) broaden strategic partnerships relevant to social protection and develop a business model for provision of technical support in the field of social protection.
The newly established Regional Evaluation Unit in RBC also seeks support around collecting information and analyzing data from Country Offices as part of the formulation process for a Regional Evaluation Strategy. The diagnostic will investigate thematic areas of interest (including social protection and school meals) for mainstreaming the decentralized evaluation function across Country offices and helping RBC reaching the corporate coverage norms as per Evaluation Policy. The incumbent will be located in the Safety Nets and Social Protection unit under the Programme section and will work under the direct supervision of the Programme Policy Officer School Feeding for the initial period of June 1st -July 15th and will shift supervision under the Regional Evaluation Officer for the period 15th-July-August 31st.

Duties and responsibilities
The Intern will have the following responsibilities:
- General tasks:
- Provide project management support to specific and defined Social protection and safety nets programmes and projects, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures;
- Research and analyse a range of policy and operational issues to inform the development of policies, programmes and activities;
- Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders;
- Liaise with internal and external counterparts to ensure effective collaboration, monitor ongoing projects and highlight potential risks to project delivery.
- Liaise with COs assessing their readiness and interest to conduct decentralized evaluations
- Support the Regional Evaluation Officer in the formulation, drafting, and editing of the Regional Evaluation Strategy
Expected Outcomes
- Support knowledge sharing among various CO social protection and school meals focal points via WFP Communities for Social Protection and School Meals platform;
- Support implementation of the work plan for Regional Initiative for School Meals and Social Protection
- Design and implement a survey tool for COs to define and roll-out the key priorities around the learning component of the forthcoming Regional
- Synthetize and report the finding of the diagnostic into the draft Strategy Paper
Qualifications and experience
- Currently pursuing University degree
- Proficiency in Windows, MS Office (Word, Excel, Powerpoint,Outlook)
- Competencies: Cognitive Capacity, Teamwork, Action Management, Innovation, Partnering, Client Orientation.
Working Languages
Working knowledge of English (proficiency/level C) and intermediate knowledge (intermediate/level B) of another UN official language (Arabic, Chinese, French, Russian and Spanish).
Supervision
The Intern will report directly to the Programme Policy Officer School Feeding, Safety Nets and School Meals unit and to the Regional Evaluation Officer, according to the division of work schedule The Intern will work closely with other colleagues in the Programme division and with staff at Regional Bureau, Country Office and Headquarters levels.
TERMS AND CONDITIONS
- Interns receive a monthly stipend from WFP up to the maximum amount of US$1000 per month depending on the duty station of assignment.
- WFP is not responsible for living expenses, arrangements for accommodation, necessary visas and related costs.
- WFP will recognize candidates’ educational credentials from recognised institutions that have been certified by competent international or national authorities such as the United Nations Educational, Scientific and Cultural Organization (UNESCO) or Ministries of Education;
