Context:

Under the overall supervision of the Head of Office and the direct supervision of the Head of the Project Coordination Unit, the successful candidate will assist in the coordination, implementation and development of IOM Egypt projects and assist in the development of strategies, methodologies, and contingency plans that respond to new and emerging operational challenges in support of the mission’s Monitoring and evaluation (M&E), donor reporting, and fundraising actions.

Core Functions / Responsibilities:

  1. Provide and consolidate inputs in view of developing responses, recommendations and approaches towards programmatic responses, in line with the Mission’s strategy.
  2. Assist in the development of strategies, methodologies, contingency plans that respond to new and emerging operational challenges for the country, through a consultative process with senior and programme staff.
  3. Support the mission’s donor relations by contributing to project funding submissions/proposals and appeals.
  4. Consolidate and analyze data on programme implementation and indicators in order to facilitate the preparation of interim and final donor reports as well as mission, regional and Headquarters periodic and activity-specific reports, as may be required in accordance with IOM procedures and donor requirements, in coordination with the relevant Project Managers, country offices, and relevant bodies (e.g. PIU, Regional Offices) In coordination with the Head of Unit.
  5. Assist in coordinating, evaluating and improving the planning, programming, implementation and monitoring of the mission’s projects.
  6. Assist in the overall integration and coordination of Monitoring and Evaluation (M&E) project frameworks and resources in coordination with the Project Manager. 7. Support the development of M&E data collection and quality assurance tools for PMs and implementing partners, including field visits.
  7. Assist with M&E data collection, analysis and reporting, and providing M&E specific inputs in the development of new proposals for negotiations and donor funding.
  8. Support and assist in liaising with relevant authorities, United Nations agencies, non-governmental organization and other stakeholders.
  9. Research, draft and present any other documents necessary for project development, reporting and donor liaison purposes.
  10. Keep accurate and pertinent records of all correspondence, project development and reporting files and administration information.
  11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Political or Social Sciences, Business Administration, Migration Studies, Human Rights, International Relations, Law or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in the field of migration within a Government or UN agency, or a regional or international organization in the Middle East and/or North Africa is an advantage;
  • Experience in liaising with governmental authorities, other national/international institutions and

NGOs;

  • Knowledge of monitoring and evaluation;
  • Experience in implementing projects;
  • Knowledge of IOM procedures for project development and endorsement, as well as implementation and reporting.

Languages

Fluency in English is required. Working knowledge of French and Arabic is an advantage.
