Position Title: Protection Policy Consultant
Functional Group: Country Program/ Field Office
Location: Garden City Office (with at least 30% travel)
Reports to: Youth/Protection, MEAL, and Growth Program Manager
Background
The CRS Egypt country program began in 1956 at the invitation of the Egyptian president Nasser by providing relief assistance to the victims of the Suez War. Over the following few decades, CRS Egypt moved from large-scale food relief to long-term poverty alleviation and development programs. CRS Egypt works in a wide variety of areas within the development field.
Currently, CRS Egypt has three main programs: the livelihoods program, interfaith peacebuilding program and the education assistance program for refugees. Projects under these programs range from the provision of technical assistance and capacity building to partners, and promoting peace and tolerance, to educational grants for refugees, and the protection of Unaccompanied Minors and Separated Children (UASCs). Additional programming includes Emergency Preparedness and Response projects that arise as need be. A regional Management Quality unit assists the CP support department in developing and maintaining the highest level of operations standards.
CRS Egypt currently holds a main office in Cairo, and sub-offices in Maadi.
Purpose
On a global scale, CRS is in the process of scaling up protection mainstreaming for all programming. CRS wants to ensure that strong protection policies and procedures are in place both internally and within partner organizations to guarantee that the rights of vulnerable populations are protected. CRS Egypt requires technical support to strengthen the policies of their partners. For this reason, CRS Egypt is looking for a Protection Policy Consultant. The Protection Policy Consultant will be responsible for the following:
Overall Responsibilities
· Conduct research on legal framework and referral system in Egypt for cases of child abuse (specifically on the official referral pathway, what is being done in reality, and why some services may not be used).
· Identify examples of good case practices of protection policies of local NGOs in Egypt who have programmes that work with children (specifically looking at the reporting mechanisms, procedures, etc.)
· Support 8 CRS partners in the development of a context specific protection policy
· Build the capacity of a CRS/Egypt protection focal point in to provide follow up support on the protection policies
· Advise on child protection accountability mechanisms for CRS and partners
Protection Policy Development and Capacity Building for Partners
· Meet with senior management of partners to discuss the development of the protection policy and ensure the buy-in of senior management
· Travel to each partner office/location; research and meet with local government or other appropriate agencies involved in child protection, including those designated as local authorities/referral points.
· Support partners in the development of a protection policy as well as accountability mechanisms to ensure continued adherence, including locally appropriate:

· Train senior management of partners (min. 1 person) and their protection focal point on:
o Definition of protection
o Rationale of having a protection policy
o Minimum standards for a protection policy
o How to develop a protection policy, including reporting and investigation procedures
o Egyptian legal framework on child protection
o How/where to refer child protection cases
o How staff need to react when a child discloses an abuse
o Steps senior management needs to take when an alleged case of child abuse within the organisation is reported
o How to train staff on the protection policy, how to react if a child discloses an abuse and how/where to report it to (NO investigation is being done by the staff themselves)
· Train a CRS-designated protection focal point to carry out protection policy follow-up activities.
Deliverables
· Draft protection policies for each designated partner organization (8 in total)
· Training/guidance materials for CRS staff on Egyptian law, Egyptian child protection systems and how to refer child protection cases
· Implementation plan for partners and CRS, including suggested follow-up action items and deadlines.
· Final report outlining
o Progress against each of the responsibilities detailed above.
o Egyptian legal framework on child protection, including information specific to each partner/location
o How/where to refer child protection cases, by partner/location
Position Requirements and Qualifications:
Professional Qualifications:
· 5 years of experience in development and/or law, at least 3 of which in social protection (for children and vulnerable adults).
· Substantial knowledge of the Egyptian legal framework on child/vulnerable adult protection
· Strong ability to read and interpret policies and regulations.
· Ability to identify the main gaps in child/vulnerable adult protection in the given context to inform a holistic response.
· In depth understanding of how/where to refer child/vulnerable adult protection cases
· Previous experience in partner capacity building regarding protection
· Fluency in written and spoken English with strong drafting skills.
· Ability to make oral presentations and write clear reports and guidance in English and Arabic.
· Skilled in MS Office Suite, including Word, Excel, Outlook, PowerPoint, and Internet.
Education:
· University degree Social Science, Post graduate studies in Law, Education, protection or refugees will be much appreciated
· Work experience in a directly related field will be considered in lieu of graduate degree.
Physical Requirements/Environment:
· Normal conditions of an office environment.
· Job requests travel to field/Upper and Lower Egypt in order to assist partners and follow up projects (At least 30%).
