IntraHealth seeks a Quality Improvement (QI) Senior Technical Advisor for an upcoming USAID Rwandan Health Service Delivery Activity (RSDA) tender. The purpose of RSDA is to improve the health of Rwandan families through delivery of high quality integrated family health services (e.g., maternal, newborn, and child health and also family planning and malaria), strengthening of the public and private sector to deliver these services, and by creating demand for high-quality services.

The Quality Improvement Senior Technical Advisor will oversee all QI activities and deliverables for the USAID RSDA activity.  This position will provide technical leadership in quality and performance improvement with key stakeholders (Government of Rwanda, District Health Management Teams, Private not-for-profits, Private for-profits) to improve the quality of facility and community-level services by applying evidence-based guidelines, approaches, and tools that are proven effective and by increasing effective capacity development, supportive supervision, and mentoring at all levels in the RSDA intervention area.  Within the project team, the Senior Technical Advisor will ensure integration of key QI approaches across all technical areas of the project to ensure appropriate and efficient integration across all service delivery areas.

In addition to working closely with project staff to ensure successful completion of improved quality of health care services, this position will maintain strong and productive collaborative relationships with key counterparts and liaise with other healthcare training and support programs to ensure close coordination efforts. This position will report to the Deputy Chief of Party.

 

ESSENTIAL FUNCTIONS

  • Provides  technical leadership and expertise to the RSDA project on QI
  • Works with all Team Leads and project Officers in ensuring that QI approaches are incorporated into all technical areas;
  • Provides input into the development of project-wide strategies and work plans to address QI issues prioritized by the Government of Rwanda and key stakeholders
  • Supervises QI team on a day-to-day basis to ensure coordinated implementation of project QI activities
  • Works with district officials, private nonprofit entities, and communities to develop strategies, plans, and objectives that will strengthen QI approach to improve provision of health services in their service areas
  • Coordinates with other QI partners in Rwanda to harmonize and implement QI approaches
  • Contribute to regular reporting and documentation of best practices for the project

EDUCATION/EXPERIENCE REQUIREMENTS

  • Master’s degree in a relevant field (public health, medical degree, international development, etc.)
  • 10 years of experience working in quality and performance improvement of health providers in Rwanda with deep knowledge of the GOR health system
  • Proven ability to lead teams using a stakeholder consensus building approach with key stakeholders to improve the quality of facility and community-level services
  • Preferred work experience with USAID in Rwanda and/or as an implementing partner for other donors
  • Proven leader with strong written and communication skills
  • Proven interpersonal skills and demonstrated ability to interact professionally with all key stakeholders
