OBJECTIVES OF THE PROGRAMME

The objectives of the Programme are to take forward the promotion of the five priority health areas in the region by: (i) providing strategic leadership, engaging in partnerships where joint action is needed; (ii) shaping the research agenda and stimulating the generation, translation and dissemination of valuable knowledge; (iii) setting norms and standards and promoting andmonitoring their implementation; (iv) articulating ethical and evidence-based policy options, including providing vision for scaling up proven interventions; (v) providing technical support, catalyzing change, and building sustainable institutional capacity; and (vi) monitoring the health situation and assessing health trends. The purpose of the programme is to support delivery of the WHO priority programmes using an equity lens. The programme advocates for good governance through whole-of-government and whole-of-society approaches in promoting health for all and mainstreaming Health in public. Policies and there orientation of health services and systems to promote health.

DESCRIPTION OF DUTIES

  • Manages the Unit in the development of integrated plans and approaches for the delivery of a broad spectrum of health promotion programmes, regional initiatives, and collaborative projects.
  • Acts as Regional focal point for the Health Promotion and provides technical leadership to all WHO regional programme areas in the incorporation of health promotion best practices in the delivery of their programmes as well as in the strategic planning process for the Department and units and ensure that health promotion approaches and tools are integrated in the implementation of country action on SDGs.
  • Promotes increased awareness and support interventions in various settings (schools, worksites, cities…) including increased awareness of the determinants of health, refining the messages and developing innovative approaches for promoting health as well as working with partners in the development of strategies relating to prevention, management and recovery in health emergencies, epidemics, and disasters.
  • Directs the development of a comprehensive approach and related strategies to provide technical expertise in the development of national plans for increased capacity building and evidence based health promotion at country levels.
  • Build country capacity for social mobilization round issues related to social determinants of health.
  • Develops and implements a regional resource mobilization strategy to support Health Promotion as well as initiate and negotiate funding agreements with government, non-government, and private organizations.
  • Makes presentations, advocates increased awareness and dissemination of best practices, and represents WHO and Health Promotion at international meetings and conferences.
  • Writes and publishes documents as well as directs the preparation of a variety of plans, reports and strategies.
  • Collaborates with other departments, regional and country offices in the area of promotion of evidence-based health promotion and provides authoritative advice to actors within and beyond the government at the regional and national levels; leads in promoting multisectoral action for health.
  • Manages functional areas in health promotion, social determinants of health development, institutional and community capacity building, multisectoral action and partnership, oral health and healthy settings.

REQUIRED QUALIFICATIONS

Education

Essential: MD or Bachelor degree in public health and Master’s degree in public health with emphasis on Health Promotion.

Desirable: Doctoral degree in Health Promotion.

Experience

Essential

  • At least 10 years experience, combined at national and international levels, in Health Promotion, focusing on the design, development, implementation and evaluation of health promotion programmes and initiatives.

Desirable

  • Experience in the underlying social determinants of health and capacity building for Health Promotion.
  • Experience in interacting with Health Promotion networks.

Skills

  • Knowledge of management and strategic planning processes to provide critical input into the process as the representative of Health Promotion.
  • Knowledge of the latest trends in the development, implementation and monitoring of health promotion strategies and related evidence based practices.
  • Comprehensive knowledge of the theories, principles, and accepted practices and approaches of health promotion in general and emergency settings involving determinants of health to develop and deliver a multi-focused and evidence based programme and related plans, strategies, services, and activities at global, regional and country levels.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 84,721 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1680 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
