The German Red Cross (GRC) is part of a worldwide community assisting victims of conflicts and disasters and people affected by social or health related crises.
The Red Cross / Red Crescent Movement provides vulnerable people with assistance without discrimination as to nationality, race, religious beliefs, class or political opinions and adheres to the seven Fundamental Principles of the Movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. The German Red Cross assists in disaster response, rehabilitation and capacity building projects internationally on appeals of their sister organisations within the Movement.

GRC is currently seeking an experienced Research/Assessment Delegate to design, implement and analyse research and assessments in the framework of the ongoing project “Forecast-based financing in Mozambique”.

Background:

The Forecast-based Financing project in Mozambique is part of the Action Plan of the Federal Foreign Office for Humanitarian Adaptation to Climate Change, which was launched in 2014. The Action Plan aims to establish an anticipatory humanitarian system using a new approach called Forecast-based Financing (FbF). This new concept of humanitarian assistance that is currently tested in pilot projects coordinated by the German Red Cross, utilizes the time window between a forecast and the potential disaster to carry out early actions that reduce the humanitarian impact of the natural disaster.

As part of the Action Plan, GRC has developed and implemented the Forecast-based Financing mechanism since 2015 in pilot projects in Mozambique, Peru and Bangladesh. The pilot projects are now going into a second phase to further develop the mechanism. GRC, Red Cross Red Crescent Climate Centre (RCCC) and its partners in the pilot countries have identified the need for evidence as the key priority for the second phase of the FbF pilot projects which runs from 2017-2020.

The Mozambique FbF project will be supported by the Centre for Evidence Based Practice (CEBAP) of the Belgian Red Cross Flanders with a research project that will focus on the identification and prioritization of forecast- based early actions and the respective measurement of impacts to build evidence for the FbF approach. This research project will also include a team of local staff for risk assessments and research, which implements the FbF prioritization of actions methodology, which will be led by the Research/Assessment Delegate under the guidance of the FbF Project Delegate in Mozambique and in cooperation with the RCCC technical advisors.

Duration: starting as soon as possible for 10 months

Location: Maputo, Mozambique (with frequent travel to the field)

Responsibilities and Tasks:

  • In close cooperation with the FbF project team, RCCC, the CEBAP and Mozambique Red Cross lead the direct implementation of the research and assessment component to achieve the planned results
  • Identify and assess relevant data and sources that can be used for risk analysis and risk mapping to update information on priority hazards and regions (including data on exposure, impact of past disasters, vulnerability factors, etc.)
  • Prioritize the most important risks (per sector) that can be reduced by the FbF interventions given criteria such as forecast lead times, capacity of implementation and reduction of hardship
  • Conduct a baseline survey to assess (Knowledge, Attitudes and Practices) as well as capacities, needs and vulnerabilities in high risk districts and communities in Mozambique.
  • Collect relevant qualitative and quantitative data from different databases and stakeholders on the impact of past disasters for floods, cyclones and droughts
  • Lead the development of a Theory of Change as a theoretical framework for the selection of early actions as described in the FbF Manual – section of Prioritization of actions
  • Carry out interviews with experts from different sectors to identify the most appropriate actions
  • Contribute to the improvement of the FbF Manual, Prioritization of actions and M&E sections
  • In cooperation with the National Institute of Disaster Management (INGC) of Mozambique, carry out research as a basis for the identification of the most appropriate early actions
  • Organize and plan the implementation of household surveys in high-risk communities to obtain quantitative data to identify appropriate early actions and to set a baseline to measure the effectiveness of implemented early actions at a later time
  • Organize and plan the implementation of key informant interviews with national and local government and non-governmental organizations to analyse the pre-existing disaster-risk reduction strategies and set-up
  • Contribute to the development a M&E protocol following the FbF Manual – M&E guide for post-trigger studies that will be used in the event activation of the Standard Operation Procedures (SOPs)
  • Select, train and lead a local team of surveyors (CVM volunteers and/or students) that will conduct the baseline survey in selected provinces, districts and communities, (in line with ODK methodologies already used by Mozambique Red Cross)
  • Assure compilation and sharing of findings and results, learning and uptake with the Dialogue Platforms organized by German Red Cross
  • Capacity building of CVM in the M&E process for FbF; Knowledge transfer to the respective DRM staff of CVM
  • The Research/Assessment Delegate should ensure close cooperation with the respective governmental entities (INGC, Mozambique National Meteorology Institute (INAM), etc.) and CVM DM department

Required Skills:

  • Minimum 3 years of proven experience in carrying out and organizing assessments and research on understanding risks factors
  • Proven experience in planning and implementing quantitative surveys, including sampling frame design, and qualitative data collection effort
  • Experience in working with computer-assisted data collection platforms is an asset (ODK, Magpi, CAPI, etc.).
  • Minimum 3 years of professional and international experience in the field of Disaster Risk Reduction
  • Experience in research on early actions or humanitarian response actions in general and of the Early Warning Early Action agenda is an advantage
  • Experience in relief/recovery operations would be an asset.
  • Good understanding of key disaster risk reduction policy and practices in Mozambique
  • Oral and written fluency in Portuguese and English
  • Ability to work independently and as a team member
  • Ability and agreement to adhere to the Red Cross Red Crescent Fundamental Principles
  • Ability to work effectively in multicultural environments
  • Ability to complete a thorough medical screening process ‘working abroad under specific climate and health conditions’
  • Valid Driving Licence
