(Re)Solve Program Manager
Ouagadougou – Burkina Faso
Project Description: (Re)Solve: Innovative models that drive intent to use and decision autonomy for modern contraception, is a four-year project that will develop and evaluate innovative solutions to address non-use of family planning (FP) leveraging the project platform of Projet Yam Yankre (PYY). The (Re)Solve project outlines a program for adaptive change in family planning program design made possible by uniting insights and recent learning from the fields of behavioral economics, psychology, marketing and segmentation, and cognitive science. (Re)Solve will accumulate and make available the learning gained on the nature of women’s and couples’ decision making about FP use and what drives and supports women’s resolve to use effective methods to inform future FP programming globally. Finally, it will engender accelerated sexual and reproductive health (SRH) outcomes in three country programs (Bangladesh and Ethiopia in addition to Burkina Faso) through the application of innovative solutions, create a framework for their scale-up, and document learning about the process of adaptation and the integration of solutions themselves to the rapidly evolving world of FP and public health. This knowledge will be shared as guidance to practitioners worldwide in creating similar spaces for innovation and adaptation.

Key Responsibilities: Working under the supervision of the (Re)Solve Operations Director, the Program Manager:
- In-country coordination: The Manager coordinates all in-country activities for (Re)Solve in close collaboration with partners, including segmentation survey, design and solution development, technical solution/prototype development and testing, etc.; coordinates with local projects, Pathfinder staff, and international partners; orients national and local stakeholders to the project; participates in key in-country partner meetings; and follows up with partners for completion of tasks,
- In-country FP program expert: reviews and revises instruments and tools to ensure contextual appropriateness and feasibility; validates solutions for appropriateness and acceptability; works with in-country Pathfinder staff to implement and/or scale up the solution(s) within PYY.
- Work plan tracking and monitoring: Maintains and tracks country work plan and budget, anticipates and problem solves to ensure that activities are on track; documents and reports against activities and outputs employing the Results Tracking Framework. Supports the revision of work plans, budgets. and timelines, as appropriate.
- In-country liaising and documentation: Presents the project and findings to local and national authorities; liaises between (Re)Solve and PYY; ensures seamless communication, timely linkages, and information sharing and dissemination with local Pathfinder staff and public health system actors; documents and disseminates project results and findings in-country.
- Subgrant management: oversees any and all in-country sub-grants; develops SOWs and work plans, and ensures quality of the deliverable/product.
- Joins and contributes to project meetings, work plans, budgets; and prepares reports, as needed, in a timely manner.
- Travels in and out of country as required in
line with project needs. - Implements other tasks assigned.
Basic Requirements (Candidates must meet basic requirements to be considered for this job.)
Qualifications & Experience:
- Master in Public Health or Social sciences or related fields plus a minimum of 3 years’ experience in management of FP programs; or BA plus a minimum of 5 years’ experience in senior role in implementation of FP programs.
- Experience with project coordination/management, donor reports and development and use of monitoring and evaluation tools is necessary.
- Interest in learning and applying new methods, approaches to FP programming and behavior change.
- Experience managing project budgets.
- Excellent writing and computer skills.
- Good interpersonal skills and fluency in written and spoken English required.
- Willingness to travel within country and internationally in line with project needs.
- Thorough understanding of the human rights framework for Adolescent and Youth SRH is a plus.
