IntraHealth seeks a Senior Advisor for Integrated Service Delivery for an upcoming USAID Rwandan Health Service Delivery Activity (RSDA) tender in Rwanda. The purpose of the RSDA project is to improve the health of Rwandan families through delivery of high quality integrated family health services (e.g., maternal, newborn and child health, malaria and family planning), by strengthening of the public and private sector to deliver these services, and by creating demand for high quality services. The Senior Advisor for Integrated Service Delivery will be a key member of IntraHealth’s project leadership team, reporting to the Deputy Chief of Party.

The Senior Advisor for Integrated Service Delivery provides technical expertise to initiatives aimed at improving access to and the quality of integrated services in maternal, newborn and child health (MNCH), family planning (FP), malaria, and other health areas.  The position will support evidence-based strategies to strengthen the public and private sector to deliver integrated health services and to create a demand for high-quality services by employing innovative and state-of-the-art best practices in the areas of MNCH, FP and, malaria. The position supports the project to foster partnerships with stakeholder groups comprising the Ministry of Health (MOH), professional associations or other institutions, other development projects, donors and agencies; non-governmental organizations (NGOs), faith-based organizations (FBOs) and civil society organizations (CSOs); the private sector and other relevant groups to garner support for service delivery capacity building and increasing access to high-quality health services.  The Senior Advisor for Integrated Service Delivery accesses a proven depth and breadth of experience strengthening clinical care through integrated management.

ESSENTIAL FUNCTIONS

  • Provide technical assistance in state-of-the-art FP, malaria, MNCH prevention and care interventions; operational and policy strategies to strengthen health systems; and monitoring across project activities.
  • Works with all Team Leads and project Officers in ensuring that evidence-based FP. MNCH and malaria approaches are incorporated into all technical areas;
  • Provides input into the development of project-wide strategies and work plans to address access and quality issues prioritized by the Government of Rwanda and key stakeholders related to FP, MNCH and malaria services
  • Develop technical capacity and transfer of technical expertise and knowledge in clinical services to the public and private health sectors.
  • Synthesize and disseminate clinical best practices and lessons learned through reports, working group meetings and workshops.
  • Track global health sector trends and work with the technical experts from the private and public sectors and other development projects to determine how to respond technically and programmatically to changing needs, innovations in health systems strengthening, and gender considerations.

EDUCATION/EXPERIENCE REQUIREMENTS

  • Graduate degree in a relevant field (public health, medical degree, international development, etc.)
  • Minimum 8 years’ experience in international health service programs; minimum 7 years’ experience in clinical services; minimum 3 years’ experience with USG funding
  • Expertise in developing and implementing service delivery programs, especially those related to MNCH, FP, and malaria
  • Demonstrated leadership working with other technical advisors, experts, and host country staff from the public, private, and NGO sectors
  • Proven leadership skills and demonstrated expertise in managing people, capable of managing and directing change, and inspiring teamwork and motivating staff and partners to achieve results
  • Demonstrated skills in partnership building, teambuilding, and negotiating
  • Strong professional initiative, self-confidence, oral communication skills, and interpersonal skills
  • Demonstrated capacity to oversee the development/implementation of work plans, M&E activities, and reports
  • Familiarity with the USAID and other donor agencies policies, priorities and procedures
  • Computer literacy in Word, Excel, PowerPoint
  • Oral and written proficiency in English, Kinyarwanda highly perferred  

WORKING CONDITIONS/PHYSICAL REQUIREMENTS

  • Willingness and ability to travel and to work independently with all stakeholders
  • Willingness to accept additional responsibilities
  • Willingness to work overtime as required
  • Minimum noise levels in an office environment
  • Office environment requiring sitting at a desk most of the day, using hands to operate a computer and other office equipment
  • Requires lifting of 0-25 lbs. occasionally or as needed
