Opportunity

Abt Associates is bidding to provide Independent Evaluation Services in support of USAID’s Evaluation of Two Orphans and Vulnerable Children (OVC) program activities in Uganda. Abt is seeking a Team Lead to lead the evaluation. The evaluation will include a quantitative, quasi-experimental component and a qualitative component. Qualified candidates have extensive impact evaluation experience and experience in the OVC sector, preferably in Uganda.

Background from USAID

The purpose of the evaluation is to provide the Mission with rigorous evidence regarding the extent to which two ongoing OVC focused programs did or did not achieve impact on key outcome indicators and to identify factors or combination of factors, within and outside the program, which may explain how impact was achieved. It is expected that the contractor will conduct future data collections over the life of the program as well as data analysis and dissemination of findings. The design is a combination of a nested quasi-experimental approach with qualitative comparative analysis (QCA).

Key Roles and Responsibilities

  • Provide technical, logistical, coordination, and communication leadership to the evaluation team to ensure timely completion of evaluation deliverables
  • Lead the development of the quasi-experimental impact evaluation design, including providing feedback on evaluation questions, in collaboration with other team members
  • Oversee the development of sampling plans, survey instruments, enumerator training guides, and other evaluation materials
  • Oversee quantitative and qualitative data collection, executed in collaboration with other team members
  • Lead quantitative analysis in collaboration with other team members
  • Produce high-quality evaluation reports and other deliverables, integrating and interpreting qualitative and quantitative findings

Preferred Skills / Prerequisites

Required

  • Master’s degree in economics, statistics, or other social science with research experience
  • At least eight years’ experience conducting evaluations and overseeing both qualitative and quantitative research (large-scale surveys, key informant interviews, focus groups, small-sample surveys, participant observation, etc.)
  • Experience overseeing all aspects of quasi-experimental impact evaluations, including design, data collection, analysis, and reporting
  • Experience evaluating projects in the OVC Sector, preferably in sub-Saharan Africa

Preferred

  • PhD in respective field
  • Experience working in the OVC Sector in Uganda
  • Experience working in non-medical aspects of HIV prevention such as support/outreach programs
  • Experience conducting qualitative research

This is a part-time consultancy position. The period of performance is five years, though candidates can expect that the first and last years will require more time than the interim years.
