Opportunity

Abt Associates seeks a qualified Senior Program Officer to support the Sustaining Health Outcomes through the Private Sector (SHOPS) Plus project and the International Health Division in Tanzania.

Sustaining Health Outcomes through the Private Sector (SHOPS) Plus is USAID’s flagship initiative in private sector health, which began in September 2015. The primary goal of the project is to improve health outcomes and contribute to the achievement of major global efforts, especially Ending Preventable Child and Maternal Deaths, AIDS-free Generation, and FP2020. The private sector is integral to the health system and an important provider of priority health care services. To improve health outcomes and meet these global commitments, SHOPS Plus will strategically engage the private sector.

SHOPS Plus in Tanzania will increase the use of priority health services through strategic expansion of private sector approaches in the health system.

Key Roles and Responsibilities

The Senior Program Officer will support the Chief of Party to implement SHOPS Plus activities in Tanzania. He/she will work under the supervision of the Chief of Party in Dar es Salaam and the SHOPS Plus Regional Manager at Abt Associates headquarters in the United States.

Responsibilities include:

  • Manage business and technical work in support SHOPS Plus Tanzania activities, particularly in pharmaceutical supply chain, commodity management and Accredited Drug Dispensing Outlets
  • Support the COP in ensuring teamwork and collaboration within the project and with partners and stakeholder representatives to build and maintain productive relationships
  • Develop and implement a technical aspect of a project activity and serve as a technical lead for activity implementation
  • Direct project management responsibility for activities (or components of activities)
  • Advises changes and improvements in activities to COP and Regional Manager and takes responsibility for implementation of changes
  • Provide research, analysis, and advisory services on work planning, implementation, training, and monitoring and evaluation
  • Assist the COP in providing managerial oversight of the local staff and in ensuring timely implementation and reporting of activities, as well as the achievement of results and accountability to USAID Tanzania (and Washington) and SHOPS Plus home office
  • Contribute to the development of work plans and progress reports
  • Alongside the COP represent Abt at various meetings with USAID/Tanzania, other donor agencies, as well as implementing partners and senior government officials, as required

Preferred Skills / Prerequisites

  • A pharmaceutical or related degree with significant experience working with pharmaceutical outlets
  • Experience in supply chain management of medical commodities
  • 8+ years of relevant professional experience and in international development, including at least 3 years a technical professional working in health development programs, preferably USAID-funded
  • Experience managing HIV, FP, Malaria, or Private Sector Health products
  • Fluency in English and at least one local language
  • Ability to communicate and write reports and other professional documents in English.
  • Experience working on projects funded by USAID or other donors
