1.Background and context**

Feed the Children (‘FEED’) is a child focused organization whose efforts are aligned towards creating a world where no child goes to bed hungry. This bold vision is driven by Community based sector innovating solutions in the fields of Food &Nutrition, Health &Water, Education and Livelihoods with the aim of defeating the status quo of childhood hunger. Using the Community Focused Child Development approach (CFCD), FEED strives to build synergy around partnerships in the fight for change in the lives of children. In Africa, ‘FEED’s presence is in Kenya, Tanzania, Uganda and Malawi.

Over the years FEED has been implementing Education projects in Kajiado, Samburu, urban slums of Nairobi and Turkana Counties. FEED has been implementing the village savings and loans association project since 2014. Initially the project was implemented by the project staff and later village agents were selected and trained on the VSLa methodology. The agents have clear roles which include, mobilizing and sensitizing the community on VSLa methodology, formation and training of groups, monitoring of groups activities and data collection. FEED paid a stipend to the village agents for supporting the project work. As the number of groups increased there was need to increase the number of village agents which had a huge cost implication for the organization.

FEED started to look for an alternative way to implement the project in a cost effective way. It was in this process that FEED adopted the PSP methodology which builds the capacity of the village agents to be independent and be able to offer the VSLa services to communities at a fee that they agree on. So far 10 PSP have qualified to become independent and therefore calls for the training on PSP network formation which is the umbrella that will help them implement VSLa activities and be accountable to each other and ensure saturation in their respective communities. The training will therefore contribute in equipping both the PSPs’ and FEED staff with knowledge and skills to ensure continuity of VSLa activities in the communities with less supervision.

  1. Purpose and Objectives

The purpose of the assignment is to:-

  • Equip private service providers and FEED staff with technical knowledge and facilitation skills on PSP network formation and its management.

The specific objectives of the assignment are:

The training will seek to achieve the following specific objectives:

  • To build the knowledge of private service providers and FEED staff on PSP network formation and its management.
  • To equip PSPs and FEED staff with practical facilitation skills on network formation and how to manage the network
  • To provide private service providers with skills and knowledge on selection of apprentices
  • To develop tools for data collection of monitoring of the PSP network activities.
  1. Tasks for the assignment

In order to achieve the above broad and specific objectives, the following tasks are expected to be undertaken by the financial inclusion facilitators:

  • Prepare the training content, presentations, pre and post training tests and reference materials
  • Develop the workshop schedule
  • Develop a training guide or a revised curriculum targeting Feed the Children staff and the private service providers for ease of implementation.
  • Develop training material for use in the learning sessions.
  • Facilitate the workshop through participatory methodologies.
  • Draft a training report for the training documenting the process, content, conclusions, recommendations and post-training action plans.
  • Facilitate follow-up during the implementation of the PSP network formation work plan and to support on emerging challenges.
  1. Deliverables

The expected outcomes of the assignment:

  • Appropriate presentations and reference materials developed and delivered to Feed the Children.
  • At least 10 PSP and 10 Feed the Children staff have been equipped with technical knowledge and facilitation skills of the PSP network formation. This will be validated by the pre and post-training tests.
  • Post-training action plans are adopted by the project team, APCs’ and the private service providers.
  • An after training report with recommendations for follow up.
  1. Methodology

The training methodology that will be employed by the consultant:

  • Interactive plenary and group activities.
  • Frontal presentations.
  • Brainstorming sessions/group discussions
  • Case studies and documentaries.
  1. Timeframe

The consultancy is planned to cover 5 days (3 days for actual training and 2 days for reporting). The training days will be on 1st to 5th November 2017.

  1. Budget and costing

Feed the Children will provide administrative support which includes

  • Training venue for the entire training period
  • Training materials (note books, flip charts, projector, pens, marker pens )
  • Lunch and snacks for participants and facilitators
  • The facilitator to indicate the cost for the training
