VACANCY ANNOUNCEMENT
Issued on: 18 April 2017

ORGANIZATIONAL LOCATION: Kenya

DUTY STATION: Nairobi

FUNCTIONAL TITLE: Urban Sports Coordinator

DURATION: 1 month

CLOSING DATE: 25 April 2017

BACKGROUND
Sport has historically played an important role in all societies, be it in the form of competitive sport, physical activity or play. Sport and play are human rights that must be respected and enforced worldwide. Sport has been increasingly recognized and used as a low-cost and high-impact tool in humanitarian, development and peace-building efforts, not only by the UN system but also by non-governmental organizations (NGOs), governments, development agencies, sports federations, armed forces as well as the media.

It stands for human values such as respect for the opponent, acceptance of binding rules, teamwork and fairness, all of which are principles which are also contained in the Charter of the United Nations. Sport is not a cure-all for development problems. As a cultural phenomenon, it is a mirror of society and is just as complex and contradictory. As such, sport can also have negative side effects such as violence, corruption, discrimination, hooliganism, nationalism, doping and fraud. It is thus absolutely essential to place an emphasis on effective monitoring and guiding of sport activities to unleash sport’s full positive potential.
The positive potential of sport does not develop automatically. It requires a professional and socially responsible intervention which is tailored to the respective social and cultural context.
Successful Sport for Development programmes work to realize the right of all members of society to participate in sport and leisure activities.

Effective Sport for Development programmes combine sport and play with other non-sport components to enhance their effectiveness. Such programmes embody the best values of sport while upholding the quality and integrity of the sport experience. They are delivered in an integrated manner with other local, regional and national development and peace initiatives so that they are mutually reinforcing. Programmes seek to empower participants and communities by engaging them in the design and delivery of activities, building local capacity, adhering to generally accepted principles of transparency and accountability, and pursuing sustainability through collaboration, partnerships and coordinated action.

With this in mind, UN-Habitat is working on developing Urban Sports Programme, under the Youth & Livelihoods Unit, Urban Economy Branch. Its main purpose is to use sport as a tool to advocate for more access for young people to safe public spaces and promote sustainable and adequate sports infrastructure and facilities in urban settings. Furthermore, we use sport to address various urban challenges, from tackling crime and violence to building a better social cohesion in marginalized communities. A great deal of work is also focused on peacebuilding and conflict resolution activities in conflict and post-conflict territories.  **

Under the supervision of the Unit Leader, Youth and Livelihoods Unit, the consultant will be responsible for the following tasks and outputs:

The United Nations Human Settlements Programme (UN–Habitat) is the United Nations agency for human settlements and sustainable urban development. It was established in 1978 as an outcome of the First UN Conference on Human Settlements and Sustainable Urban Development (Habitat I) held in Vancouver, Canada in 1976. UN-Habitat maintains its headquarters at the United Nations Office at Nairobi, Kenya. It is mandated by the United Nations General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. It is a member of the United Nations Development Group. The mandate of UN-Habitat derives from the Habitat Agenda, adopted by the United Nations Conference on Human Settlements (Habitat II) in Istanbul, Turkey, in 1996. The twin goals of the Habitat Agenda are adequate shelter for all and the development of sustainable human settlements in an urbanizing world.

Since October 2010 the Executive Director is Joan Clos, former mayor of Barcelona and Minister of Industry, Tourism and Trade of the Government of Spain.

The UN-Habitat mandate is also derived from General Assembly resolution 3327 (XXIX), by which the Assembly established the United Nations Habitat and Human Settlements Foundation; resolution 32/162, by which the Assembly established the United Nations Centre for Human Settlements (Habitat); and resolution 56/206, by which the Assembly transformed the Commission on Human Settlements and the United Nations Centre for Human Settlements (Habitat), including the United Nations Habitat and Human Settlements Foundation, into UN-Habitat. The mandate of UN-Habitat is further derived from other internationally agreed development goals, including those contained in the United Nations Millennium Declaration (Assembly resolution55/2), in particular the target on achieving a significant improvement in the lives of at least 100 million slum-dwellers by the year 2020; and the target on water and sanitation of the Plan of Implementation of the World Summit on Sustainable Development, which seeks to halve, by the year 2015, the proportion of people without sustainable access to safe drinking water and basic sanitation. Through Assembly resolution 65/1, Member States committed themselves to continue working towards cities without slums, beyond current targets, by reducing slum populations and improving the lives of slum-dwellers.
