Background:
CRS has started working in CAR since 2007. The CAR country program portfolio includes two multi-year USAID funded program covering respectively peace-building and community-based early warning systems activities. Peace-building program aims at consolidating, through a consortium, at strengthening Interreligious Platform working on rebuilding social cohesion in CAR while community-based early warning systems focuses on equipping communities to protect themselves against LRA incursions. In addition to these two major USAID funded program, The USAID – community-based early warning systems is being implemented in the Sub prefectures of Obo, Zemio, Rafai, Bangassou and Bakouma

CRS will lead the implementation of the ReSECC project to support grassroots efforts in improving community security in LRA-affected areas of DRC and Central African Republic. The main objectives of the project are as follows:

  1. Strengthened capacity for wildlife conservation in Garamba National Park, Chinko Reserve, and other protected areas;
  2. Communities enabled to mitigate and adapt to security and conservation threats;
  3. Target communities enabled to safely pursue pro-conservation livelihoods and basic needs
  4. Vulnerable populations’ recovery from trauma facilitated
  1. Program Quality:
  1. With key program staff, the Team Leader will ensure project objectives and results are fully accomplished and meet expected technical quality standards.
  2. Ensure that the project execution is in line with the project vision and all the program plans are innovative and are in line with CRS agency and country program strategies.
  3. Inform the Deputy Chief of Party of all necessary technical reviews and changes after approval, and manage changes in program direction and focus.
  4. In collaboration with program staff, provide guidance and technical oversight to partners and other collaborating agencies to ensure that lessons of sound practice are documented and disseminated.
  5. Work closely with the SECC MEAL manager to ensure the use of data analysis as the basis for measuring project performance and that the project is compliant with the MEAL policy and procedures
  6. Maintain up-to-date Gateway records for Re-SECC/CAR.
  7. Ensure integration of program interventions with other CRS programs or through linkages with other service providers.
  1. Management and Administration:
  1. Supported by ReSECC Chief of Party Operations, manages program budgets, including tracking of financial and material resources.
  2. Ensure staff compliance with all CRS administrative and operational procedures and policies, as well as applicable to the donor regulations.
  3. Request approbation in a timely manner for program expenditures, budget adjustments, and cost modification from the Deputy Chief of Party programming.
  4. Ensure that the project has all the necessary documentation to support all expenses and achievement.
  5. Prepares and manages budgets with attention to progress toward program goals and against burn rates.
  6. Reviews the budget comparison report to ensure that spending and program implementation are aligned.
  7. Supports partners to ensure adherence to financial guidelines.
  8. Proactively identifies and addresses financial issues and concerns in concert with others (staff, departments, and partners).
  9. Facilitates an environment of mutual and informed decision-making for greater stewardship.
  10. Upholds CRS agency standards and procedures and donor requirements.
  1. Representation and Advocacy:
  1. In collaboration with the Deputy Chief of Party and the Country Representative, act as primary program contact to other local and international stakeholders, responsible for addressing all program matters.
  2. In collaboration with the Deputy Chief of Party and Country Representative, strengthen linkages with existing and potential partner agencies.
  3. In collaboration with the Deputy Chief of Party ensure that the program communication strategies, including compliance with donor’s branding and marketing requirements as well as CRS marketing and communication procedures are followed.
  1. Supervision and Human Resource Management:
  1. Lead, manage and supervise a team of CRS and partner staff to meet program objectives.
  2. Actively consults and listens closely to project team members(s), fellow staff, and partners.
  3. Conducts weekly one-on-one meetings with direct reports and encourages all program staff to do the same.
  4. Conduct periodic reviews of staff performance in keeping with CRS’ performance management system and mentor staff to ensure high levels of motivation, commitment, capacity, and teamwork.
  5. Participate in program permanent staff recruitment process and the selection and coordination of consultants.
  6. Identify project staff needs in terms of capacity building/strengthening and share it with Deputy Chief of Party.

Supervisory Responsibilities: 3 to 5 direct reports

Key Working Relationships:

Internal: Chief of Party, Deputy Chief of Party for programming and for operations, Country Representative, Head of Programs, ReSECC Field coordinators, ReSECC Information and Communication Manager, ReSECC MEAL Manager, Caritas Bangassou et Caritas Bambari and other CRS country program staff/managers as needed.

External: Local government and line ministries, local and international NGOs, partners; donors; affected communities.

Qualifications and Skills:
* Minimum Master’s Degree in Development Studies, International Relations or related field required.
* At least 2-3 years of relevant management, supervisory, and technical experience working with programs related to community-based protection and/or increased access to information.
* Experience working in complex projects in CAR similar environments required.
* Proven experience coordinating with humanitarian actors in emergency contexts
* Technical expertise in two or more of the following areas: community-based protection, early warning systems, conflict mitigation, asset-based community development, and community participation. Experience in gender-based analysis and/or social protection interventions for women and children.
* Minimum 2 years managing significant USG-funded programs required; Knowledge of key USG regulations including, but not limited to: USAID 2 CFR 200 Sub part A to E
* Proven leadership and inter-personal skills and ability to build and motivate diverse and talented teams.
* Proven experience in building and maintaining institutional linkages required. Public relations skills required.
* Flexibility to supervise employees and work both in a team and independently.
* Cultural sensitivity, patience and flexibility.
* Demonstrated personal accountability and driven to serve others.
* Understanding of and experience with faith-based organizations, local structures, and accompaniment and capacity-building principles in local partnerships highly desired. Experience with community-based participatory methods.
* Proficiency in Microsoft Office suite, including Word, Excel, Power point and Outlook required.

Required Foreign Language: Excellent English and French language oral and written communication skills required; knowledge of other local languages desired.

Required Travel: up to 50%, nationally in project intervention area and to Bangui and internationally as required
