Context and Scope of the Position

Under the overall supervision of the Migration Management Programme Coordinator, and under the direct supervision of the Head of the Assisted Voluntary Return and Reintegration (AVR/R) sub-unit within the Migration Management Unit (MMU), the incumbent will be handling AVR/R and AVM cases. He/she will have the following responsibilities:

Core Functions / Responsibilities:

  • Assist the Head of the AVRR sub-unit, to liaise with other IOM missions in countries of transit and destination in organizing Assisted Voluntary Return (AVR) assistance to Ethiopian nationals living or stranded abroad and willing to return to Ethiopia;
  • Liaise with successful Ethiopian returnees to seek potential contribution to outreach activities;
  • Support logistical and operational activities required for smooth AVR/R operations;
  • In coordination with the Head of the AVR/R sub-unit, support the implementation of post-arrival assistance, identity verification, and relevant documents in the reintegration process, in coordination with relevant governments and private institutions.
  • Support in the collection, entry (digitizing and encoding into the database) and preparation of AVR/R data for further processing, analysis and reporting;
  • Using IOM’s Migrant Management and Operational Systems Application (MiMOSA) register and update migrant information and generate reports;
  • Assist in coordinating the escorting of returning migrants to areas of origin (in country) as necessary;
  • Support the operationalization and use of national and local referral mechanisms to provide comprehensive support and services to migrants in need;
  • Provide post-arrival and reintegration counselling to returnees to provide information, identify needs and support the realization of individual reintegration projects;
  • Monitor reintegration cases and document best practices and lessons learned;
  • Provide inputs into communication materials aimed at promoting successful return and reintegration cases;
  • Ensure application of IOM’s data protection principles and compliance with the guidelines in all data collected on returnees and other beneficiaries/counterparts;
  • Perform such other duties as may be assigned.

Job Requirements

Required Qualifications and Experience

Educational Qualification

  • Bachelor’s Degree or equivalent from an accredited academic institution in economics, management, social work, international relations or other related fields with a combination of relevant training and experience.

Work Experience

  • Minimum of 5 years of relevant work experience for bachelor’s degree holders in implementation and/or monitoring of psycho-social or socio-economic development-oriented assistance programs for vulnerable groups with government, or with a non-governmental or international organization.
  • Experience in the area of migration, refugees and reintegration of migrants and victims of trafficking.
  • Personal commitment, drive for results, flexibility, and ability to work effectively and harmoniously with colleagues from various cultures and professional background.
  • Good communication, inter-personal and negotiation skills.
  • Ability to work under stressful working conditions such as tight timelines and managing large groups of beneficiaries.
  • Strong analytical, organizational and reporting skills.
  • High level of computer literacy; proficient in Microsoft Windows and MS Office applications
  • Proven ability to establish and maintain strong working relations with relevant Government and Non-Governmental counterparts, international organizations, civil society or private sector entities.
