Association Beninoise de Marketing Social (ABMS) is PSI’s local affiliate in Benin and PSI Benin is PSI’s local branch office. The Deputy Country Representative (DCR) for Programs will oversee all programmatic aspects of PSI and ABMS (family planning/reproductive health, HIV prevention, and water, sanitation and hygiene-WASH). ABMS and PSI have close to 80 staff and receive funding from USAID, the Dutch government, private foundations and other international donors.
With support from the Government of Benin and international donors, PSI has worked in Benin since 1992. We have implemented social marketing and behavior change communications to deliver prevention and treatment products and services across a range of health areas including HIV/AIDS, malaria, family planning and reproductive health, and WASH. Current revenue is about $7m annually, with potential for significant growth.
We are looking for Deputy Country Representative for Programs based in Cotonou, Benin to lead the program implementation (family planning/reproductive health including access to safe abortion, HIV prevention, and WASH) and to manage a diverse group of staff, including the Reproductive Health Department, Women’s Health Program, Sanitation, Marketing and Communications, and Research.

Responsibilities
Your contribution
You will be responsible for the development and management of PSI Benin and ABMS programmatic activities.
You will:
Lead program planning and execution
- Provide quality and timely management of project lifecycle for all current donor projects including meeting programmatic and financial deliverables;
- Develop strategies to increase sales and service uptake linked to family planning/reproductive health including access to safe abortion, HIV and WASH programs.
- Meet programmatic reporting requirements as required by donors and PSI/Washington;
- Monitor development and implementation of marketing and annual work plans, and serve as the catalyst for the creation of new health products and services;
- Oversee and lead marketing and behavior change communication campaigns and other social marketing activities;
- Develop innovative distribution systems and/or maintain the existing ones at a high level of effectiveness;
- Track sales figures as well as the performance of the sales force including the distribution network;
- Supervise evidence-based research activities to support social marketing and health program decisions in order to evaluate and measure program effectiveness and to maximize health impact.
Build Institutional Strength
- Foster the institutional development of PSI Benin and ABMS through program development and financial sustainability;
- Fundraise for existing and new activities and expansion of the health program’s portfolio; a
- Maintain and foster external relations with strategic partners such as government institutions and donors.
Manage talent
- Build local technical, management and leadership capacity;
- Guide the 40-person team of program staff, researchers, sales and marketing professionals. This includes recruitment, development, training, and supervision;
- Develop and enforce ABMS and PSI Benin policies. Promote and demonstrate an ethical environment in line with PSI’s values of honesty and acting with integrity.
Support Financial and Internal Controls
- Support the application of appropriate internal controls based on PSI and donor requirements. Ensure collaboration with appropriate teams in PSI/W;
- Contribute to and manage annual and project budgets in accordance with donor and PSI/W regulations;
- Meet reporting and compliance requirements as required by donors and PSI/Washington;
- Support the Country Representative and Finance Manage to ensure that all PSI financial policies and procedures are followed.Qualifications

Our ideal candidate will possess:
- You have 5 years of experience managing and leading teams, budgets and public health programs.
- You have in-depth technical knowledge of reproductive health and sanitation issues in West Africa.
- You have an MBA, MPH, MD or other relevant degree.
- You have lived and worked in a Francophone developing country.
- You have experience and are passionate about building local technical, management and leadership capacity.
- You are fluent in English and French.
- You have significant fundraising, personnel and financial management experience.
- You are supportive of sexual and reproductive health for all (i.e. young people), including safe abortion.
- References will be required.
- The successful candidate will be required to pass a background check.

A strategist and an innovator. You are creative, innovative and a strategic thinker. You have a strong interest in private-sector approaches to development and a proven ability to produce results.
