Job Summary:
Responsible for, and accountable for, the tracking of clinical study supplies from point of origin to final destination. Ensures that storage space at clinical sites and storage depots is adequate. Monitors inventories and ensures that clinical supplies on hand at the sites are sufficient for study activities. Monitors and logs returned and recalled supplies. Develops contingency plans for disruptions in the supply chain and proactively assesses risk of disruption and implements contingency plans. Establishes all operational aspects to support project delivery in resource-scarce and highly insecure environments. Leads operational country-assessments, including supply chain management, purchasing, facilities, and fleet management. Serve as the procurement specialist and will be responsible for developing and standardizing operations processes and systems in accordance with home office guidance and directives. Collaborates with in-country partners and the Ministry of Health to identify system needs, process bottlenecks, and to develop unique solutions to enable more timely, efficient, and accountable operations. Support preparedness planning across country programs, developing instructional material, facilitating training, and mentoring staff.
Accountabilities:
- Develop standard protocols for essential logistic processes, including tracking receipt of supplies, monitoring inventory, and updating the electronic supply tracking database accordingly.
- Identify, establish, and manage facilities in emergencies including warehousing and other critical infrastructure.
- Establish and maintain asset and inventory registry in Headquarter (HQ) and the field, including equipment allocation & maintenance, and dispose of assets in accordance with donor regulations.
- Ensure supply tracking activities are properly documented.
- Collaborate with HQ support departments to identify operations and administration process bottlenecks, and develop solutions appropriate for operations.
- Determine field operating costs allocated to supply tracking, including expense forecast and pipeline analysis.
- Identify staffing requirements and supervise supply chain personnel while on deployment.
Applied Knowledge & Skills:
- In-depth knowledge of humanitarian procurement, budgeting, and supply chain management best practices
- Excellent interpersonal skills with a strong ability to collaborate and onboard multiple external partners
- Working knowledge of managing security protocols for both staff and supplies
- Capable negotiator, with significant and geographically varied experience establishing contracts, managing vendors, and ensuring products/services are delivered per specifications
- May work in insecure locations with minimal infrastructure or amenities
- Strong computer skills a must
- Verbal and written proficiency in English desirable but not required

Supervision Given/Received:
- Has supervisory responsibility for local technical staff
- Receives methods and procedures on new projects and assignments
- Typically reports to an Associate Director or Director.
Education:
- Bachelor Degree or its International Equivalent in Supply Chain, Logistics, Economics, Finance, Engineering or Business Administration
- Certification and/or Degree in logistics and/or supply-chain management preferred
Experience:
- Typically requires 5-8 years’ experience managing logistics & operations in emergencies
- Experience establishing startup operations/projects in new countries preferred
- Proficiency with database management software and on-line search tools required
- Has sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in assigned areas
- Articulate and professional and able to communicate in a clear, positive fashion with clients and staff
- Prior work experience in a Clinical Research Organization (CRO).
