Overview:
IBTCI is currently seeking a Performance Monitoring Expert to support the upcoming USAID/Tunisia and USAID/Libya Monitoring and Evaluation Services (METAL) project. USAID/Tunisia requires technical support for the achievement of USAID/Tunisia’s Country Development Cooperation Strategy (CDCS) goal and development objectives (DOs) by assisting its efforts to gain and apply knowledge derived from monitoring, evaluation, and learning (MEL) to inform its program and strategy decisions. This project will also help strengthen the capacity of USAID/Tunisia and some of its local partners in monitoring, evaluation, and knowledge management. USAID/Libya requires third-party monitoring and evaluation services as well as support in efforts to gain and apply knowledge derived from MEL to inform its program and strategy decisions.
The period of performance is expected to be 5 years and is expected to be based in Tunis, Tunisia. This position is contingent upon a successful award.
Responsibilities
Essential Duties/Tasks and Responsibilities:
The Performance Monitoring Expert will lead all components that support the performance monitoring needs of USAID and implementing partners. This support will include Performance Management Plan development, activity-level and IR-level MEL Plan development, data collection methodology, and data quality assessments. S/he will provide technical assistance to the team and the Field Monitors to support them while carrying out their in-country activities. S/he will be responsible for recruiting, training, and assisting with the management of field staff.
Qualifications
Required Knowledge, Skills and Abilities:
- Knowledge of USAID’s ADS201.3.5 policy, standards, guidance and protocols
- Experience in capacity building strategies and approaches.
- Capable of high-level analyses and supporting Mission senior management in broad-gauged and big picture planning.
Minimum Requirements:
- At least 8 years of demonstrated experience in in performance monitoring, including performance management plan development, data quality assessments, and/or participatory data collection methods, preferably in non-permissive, conflict-prone or post-conflict reconstruction environments.
- Excellent organization and writing skills and a demonstrated ability to deliver a quality written product.
- Excellent oral communication, presentation, and interpersonal skills.
- Experience managing analysis, synthesis, documentation and dissemination of lessons for a range of stakeholders.
- Fluency in speaking, reading, and writing English is required.
- French and/or Arabic language skills preferred.
- MENA experience preferred.
Education:
Must possess a graduate degree in international development, economics, social science, statistics, or a related field.
Working Environment: Work is typically performed in an office environment.
Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.
Supervisory Responsibility: This position may have supervisory responsibilities.
Travel: International travel is required.
Working Conditions: Work is performed in a typical corporate office environment.
Physical Requirements: Ability to lift up to twenty five pounds.
