The international division of Medical Care Development, MCD, was founded in 1977 as a global non-profit organization. MCDI uses practical, evidence-based, and high-impact approaches to strengthen health systems in developing countries. For almost 40 years, MCDI has implemented public health programs in over 40 countries aimed at targeting the world’s most vulnerable populations. MCDI collaborates with donors, national governments, the private sector, health agencies, communities and local stakeholders to improve health and save lives in the following areas: malaria control; maternal, neonatal and child health; water, sanitation and hygiene; tuberculosis; HIV/AIDS; and other communicable diseases.
MCDI is currently seeking candidates for a Chief of Party (COP) to lead the highly anticipated Integrated Family, Household, and Community Health and Nutrition Activity in Mali (funded by USAID). The project will employ a health systems strengthening approach to improve Malians’ ability to plan, finance, and manage their health system and their own health at the family, household, district, regional, and national levels. These activities will help Malians achieve the expansion of access to high-quality health services, increase demand for and use of health services, and increase individual and household adoption of healthy behaviors. The COP will provide strategic leadership and management and provide project oversight, guiding the project’s vision, direction, and technical implementation. The COP will serve as a liaison between MCDI, USAID, the Ministry of Health, and all other relevant project partners in Mali.

Essential Job Functions:
- Responsible for the overall performance and results of the project, including day-to-day oversight and management of activities and technical, operational, and administrative personnel
- Provide strategic leadership, vision, and direction to the project and the MCDI-led consortium for successful project implementation
- Serve as MCDI’s project representative in Mali and interface regularly with USAID, Government of Mali (GoM) counterparts, local organizations, other donor-funded projects, and participating or technically aligned organizations
- Monitor program activities against targets ensuring compliance with project planning documents, and make adjustments to ensure client and stakeholder expectations are met
- Develop and implement all project planning activities, including work planning, staffing, M&E, and financial among others
- Ensure quality and timely completion of project deliverables including reporting to USAID through monthly, quarterly, annual and ad-hoc program and financial reports
- Directly supervise senior technical and administrative personnel, as well as short term technical assistance provided by consultants and MCDI staff
- Supervise financial monitoring and oversight to ensure project expenses are reasonable and in accordance with USAID and MCDI rules and regulations and national laws
- Conduct regular financial reviews and analyses of program spending to ensure cost effectiveness and value for money
- As appropriate, ensure collaboration and coordination with other USAID and non-USAID implementing partners and programs
- Ensure proactive and regular dissemination of project results and successes, in addition to overseeing other strategic communications as relevant
- Represent the project on behalf of MCDI in national, regional, and international meetings and conferences (as appropriate)
- Ensure participatory and gender sensitive processes are promoted
Qualifications, Skills and Experience Required:
- Advanced degree in public health, health systems, health policy, international development, or related field
- Minimum of 10 years of experience in senior management roles leading technical and administrative teams for complex health projects in similar scope in Sub-Saharan African countries; experience in Francophone West Africa preferred
- Strong background and experience related to the management of programs in malaria, MNCH, FP/RH, health systems strengthening, health system reform, policy analysis and advocacy, or strategic planning for health in developing country settings
- Extensive experience in client and stakeholder management, developing project work plans, budgets, and managing project implementation
- Strong inter-personal and communications skills
- Expertise in the following technical areas required: malaria, MNCH, FP/RH, health systems strengthening (health finance, supply chain management, leadership and governance, service delivery, human resources for health), health sector reform, and/or community mobilization
- Experience leading donor-funded projects in Mali or elsewhere in West Africa, preferably USG or USAID-funded
- Demonstrated understanding of USAID administrative, management, and reporting policies, procedures and systems
- Professional fluency in both French and English is required
- Ability to be based in Bamako, Mali with frequent domestic travel
- Preference will be given to qualified local Malian national candidates
