PATH is seeking to recruit a Community Combination Prevention Advisor for the Integrated HIV/AIDS Project in Haut Katanga and Lualaba (IHAP-HK/L) to lead HIV prevention, testing, care, and treatment activities at the community-level in support of 90-90-90 objectives, under the supervision of the IHAP-HK/L Chief of Party. Specific job duties include:
Duties:
- Supervise the planning and implementation of project activities related to HIV mobilization, sensitization, and prevention in communities; community-based counseling and testing; community distribution of HIV treatment; and community-based care and support services.
- Provide technical support to project-supported health zone management teams to conduct a mapping of HIV services available in their health zones and a micro-analysis of the HIV epidemic in their health zones.
- Mentor health zone management teams to develop health zone microplans to combat the epidemic in their respective catchment areas, in support of epidemic control and achievement of 90-90-90 targets.
- Coordinate with M&E and other members of the technical team to create maps of all project-supported health zones, outlining all HIV service delivery points available within each health zone.
- Lead the development of guidelines, standard operating procedures, tools, and job aids to guide provision of community-based HIV services, and orient facility and community-based service providers to these materials.
- Supervise the provision of community-based HIV services provided by NGOs and project-supported facilities, and provide coaching and technical assistance to improve quality of these services.
- Work in conjunction with the Referral Advisor and the Clinical Services team to facilitate linkages between community-based HIV services and facility-based HIV services, particularly to link HIV-positive individuals identified at the community-level to facilities for follow-on care and treatment services.
- Manage the IHAP-HK/L Community Treatment Officer in Lubumbashi and collaborate with other technical and grant team members to implement community-level HIV activities in Haut Katanga and Lualaba.
- Lead operations research or studies to evaluate the effectiveness or impact of community-based service delivery models.
- Lead the development and implementation of work plans and project reports for community-level activities implemented by the IHAP-HK/L project.
- Participate in IHAP-HK/L coordination and senior management team meetings, and provide updates on all community-level activities implemented by the IHAP-HK/L project.
Required Experience
Required Skills:
- Master Degree in Public Health or Degree in Medicine; Medical doctor preferred.
- Extensive experience in working with Microsoft Office Suite, including Excel and Word.
- Proven ability to effectively manage teams to deliver high quality products.
- Excellent attention to detail and ability to product products with minimal errors.
- Strong communication and interpersonal skills and ability to work effectively in multicultural environment.
- Excellent written and spoken French and English skills.
Required Experience:
- A minimum of seven years of experience working on health or HIV/AIDS programming in the Democratic Republic of Congo (DRC), including at least two years of experience managing a team; or an equivalent combination of education and experience.
- Previous experience working on USAID- and/or PEPFAR-supported HIV/AIDS projects is preferred.
- Previous experience implementing models for community-based distribution of HIV treatment and care to people living with HIV/AIDS is strongly desired.
Applicants considered for this position are to be DRC nationals. This position is based in Lubumbashi. PATH will provide a relocation package for candidates outside of Lubumbashi to relocate to Lubumbashi.
