BACKGROUND

The Ethiopian Agricultural Transformation Agency (ATA) is a strategy and delivery oriented government agency created to help accelerate the growth and transformation of the country’s agriculture sector. The ATA envisions that, by 2025, smallholder farmers are commercialized with greater incomes, inclusiveness, resilience and sustainability, contributing to Ethiopia’s achievement of middle-income country status.

The agency focuses on two primary national approaches to catalyze agricultural transformation. First, we support the Ministry of Agriculture and Livestock Resources (MoALR), its affiliate institutions, and other partners to identify and address systemic bottlenecks within an Agricultural Transformation Agenda. Second, we support Regional Governments to accelerate development of high-priority commodity value chains in clearly defined geographic clusters, through the Agricultural Commercialization Clusters (ACC) Initiative.

Our major activities include conducting strategic and analytical studies, providing technical implementation support, coordinating platforms to better integrate partners and projects, and designing and directly leading a number of implementation projects. Our headquarters are in Addis Ababa, and we have regional offices in Amhara, Oromia, SNNP, and Tigray regional offices, allowing us to work closely with a wide range of public, private and development sector partners across the country.

POSITION SUMMARY:

Under the direct supervision of the Regional Operations Director, the Sr. HR and Admin Officer is responsible for handling of administrative issues (i.e. management of the cleaners, security guards and coffee services and personnel in the regions). The senior officer is also in charge of implementing effective and efficient recruitment and selection policy procedures & processes, applicants’ assessment tools and maintaining potential talent pool/database/roster in the regions. In consultation with Regional Senior Directors, the Senior Officer will develop the annual HR plan, supports Hiring Managers in prioritizing the plan on quarterly basis and in designing Terms of References and ensuring compliance in regional offices with close supervision from HQ HR function.

ESSENTIAL DUTIES:

Administration:

  • Manage, motivate, develop and oversee the performance of cleaners, security guards and coffee attendants.
  • Ensure smooth service provision of cleaners, security guards and coffee attendants.
  • Interact and process government utilities (e.g. electricity and water) in regions.
  • Manage and oversee office and event facility services, including office repair and maintenance, security management, janitorial services, and engages with service providers, employees, and visitors to ATA Regional Offices.
  • Ensure that all statutory elements of health and safety are complied with and that first aid and emergency equipment are maintained properly.
  • Ensure all firefighting and fire-extinguishing equipment are functioning properly and are periodically checked for their expiry and safety.
  • Prepare and implement re-location of office furniture/workstations as required by teams.
  • Manage and review service contracts to ensure facility management needs are being met and verify monthly payment for outsourced general services staff and ensure efficient utilization of facility maintenance staff.

HR – Recruitment & Selection:

  • In consultation with the regional Senior Director, develop short and medium term human resources requirement plan of ATA staff and facilitate & organize the execution of the plan.
  • Maintain the work structure by updating job requirements and job descriptions/term of reference for all positions.
  • Schedule screening and selection timeline in consultation with the respective hiring manager and team director as well as candidates.
  • Develop talent sourcing and recruitment strategies to attract candidates from the right pool with the guidance of HQ office.
  • Liaise with local and recruiting partners in order to ensure maxim utilization of the sourcing opportunity they provide.
  • Screen and shortlist potential candidates for position announced.
  • Coordinate and conduct interviews and assessments with hiring manager/director.
  • Schedule interviews taking into account time management and team availability.
  • Maintain interview-tracking database to track all candidates and develop candidate pool for future use.
  • Follow the recruitment and selection procedures of the organization staffing according to the HR plan by establishing and implementing a recruiting, testing, and interviewing program.
  • Lead the development of competency based interviewing techniques and provide training to hiring managers.
  • Ensure that the right person is deployed on the right position at the right time.
  • Closely work Regional Senior Directors and counsel them on the recruitment and selection process, setting exams and candidate selection.
  • Assist hiring managers in developing interview questions and maintains written & interview questions database for future use.
  • Negotiate with selected candidate/s and issue an offer letter dully signed to confirm acceptance of the offer.
  • Verify candidate background by conducting reference checks.
  • Prepare contracts, starting dates and other on-boarding materials to new joiners in regions.
  • Ensure all interviewed candidates are informed of the interview result in timely manner.

HR – Learning and Development:

  • Ensure timely performance management (evaluations) is undertaken in regions.
  • Provide regional managers and staff with techniques and support in coaching, goal setting and performance management.
  • Calibrate regional performance and send to HQ HR office.
  • Provide and/ facilitate training’s for regional staff.

HR – Staff Relations:

  • Manage and process regional staff medical insurance payment.
  • Manage leave for regional staff.
  • Receive complaints from regional staff and act upon them based organization guidelines and government regulation.

Other:

Perform other duties as requested by the Regional Operations Director, HQ HR Director and HQ Administration Manager.

Job Requirements

REQUIRED QUALIFICATIONS:

  • Master’s or Bachelor’s degree in Management, Business Administration, Human Resource  Management or related fields.
  • Minimum of four years (for Master’s) or six years (for Bachelor’s) of relevant human resource experience, and administration with an international organization preferred.
  • Proven skills in administration and human resources management.
  • Good interpersonal skills and diplomatic.
  • Good data summary preparation and reporting skills.
  • Strong HR management experience.
  • Ability to work methodically, accurately and neatly.
  • Excellent cross cultural skills and ability to work as part of a team.
  • Strong Microsoft Office (MS Word, Excel, PowerPoint and Access) skills and experience required.
  • Ability to work under pressure and in fast paced organizational setup.
  • Knowledge of local language is advantageous.

Ethiopia is a country of natural contrasts, with waterfalls and volcanic hot spring, dry desert lands and rich fertile soil. Agriculture is the foundation of the Ethiopian economy. It contributes approximately 46 percent to the national GDP and employs over 80 percent of the population.

In 2009, Ethiopia was in the final year of its five year Plan for Accelerated and Sustained Development to End Poverty (PASDEP) and beginning to design its next five year plan – the first Growth and Transformation Plan (GTP). It had also begun a rapid growth period with major gains in its agriculture sector. In the midst of these development, the late Prime Minister Meles had a fortuitous meeting with Melinda Gates, Co-Chair of the Bill & Melinda Gates Foundation where he asked for the Foundation’s support in identifying an innovative way to catalyze not only the growth but of the transformation of Ethiopia’s agriculture sector.

This began a journey of nearly two years, where the Gates Foundation facilitated a process led by the Ministry of Agriculture that developed eight different diagnostic and a series of recommendations. The summary conclusions identified two key challenges to transforming Ethiopia’s agricultural sector:

  • Narrow approach to sectoral change – Many projects and programs have focused on selected aspects of the sector, leading to disconnected interventions that fail to address the root causes of low agricultural productivity. As such, many initiatives do not achieve the cohesion and integration required for success at scale. Furthermore, individual programs are frequently not adapted to local conditions in different regions.
  • Lack of implementation capacity – Many large-scale initiatives lack staff with the appropriate mindsets or skills needed at both the federal and regional level. Even projects that are well-designed and well-resourced often fail to meet all their objectives due to the lack of strong project management and systematic implementation.

Furthermore, this study identified learning’s from other rapid growth and transformation initiatives around the world and in other sectors within Ethiopia. Key to these efforts has been a dedicated unit with strong management and support from key government leaders that led a successful effort of transformative and sustainable change in a focused program area.

Based on these recommendations, in December 2010 the Council of Ministers in Ethiopia passed Regulation 198/2010 which established the Agricultural Transformation Agency (ATA) as the Secretariat of an Agricultural Transformation Council chaired by the Prime Minister.
