The Jesuit Refugee Service (JRS) is an international Catholic organisation with a mission to accompany, serve and advocate on behalf of refugees and other forcibly displaced persons. JRS undertakes services at national and regional levels with the support of an international office in Rome. Founded in November 1980 as a work of the Society of Jesus, JRS was officially registered on 19 March 2000 at the Vatican State as a foundation.
JRS programmes are found in 51 countries, providing assistance to: refugees in camps and cities, individuals displaced within their own countries, asylum seekers in cities, and to those held in detention centres. The main areas of work are in the field of education, emergency assistance, healthcare, livelihood activities and social services. At the end of 2016, more than 733,400 individuals were direct beneficiaries of JRS projects.
Child Protection Specialist
General Purpose of the Position
- Provide technical expertise in child protection areas.
- Strengthen the technical skills of local teams and actors in child protection
- Manage the human resources of his/her team
- Ensure reporting and administrative and budgetary management of the child protection component on the project: Education and Child Protection Assistance Project
- Identify factors that increase risk and vulnerability and reduce resilience
- Analyze community mechanisms to identify supporting forces and practices that are harmful to vulnerable persons and address them
Develop or support the implementation of child protection activities in accordance with these strategies and as directed by senior management:
- 1. Case management
- 2. Community mechanisms
- 3. Child/youth/women Friendly Spaces (CFS)
- 4. Inclusion of the most vulnerable members of society
- 5. Capacity Building
- 6. Awareness Raising
- 7. Advocacy
Ensure that child protection activities are tailored to everyone (taking into account abilities, gender, disability, etc.)
Implement measures to ensure the complete confidentiality and security of sensitive information and documents.
Develops protection strategy in line with the organization’s strategy
Key Responsibilities of the Position
Business Planning
Under the supervision of the Country Director, plan and prepare with the field teams, the activities to be carried out for effective support of the protection component of the protection project on the field.
Implementation of the Project
- Define and harmonize the criteria applied to JRS Nigeria on the protection of vulnerable persons:
- Joint planning, technical support and supervision in the implementation of the protection activities of the projects.
- Making available protection materials and reference documents for the work of field teams.
- Support Head of Programme and Project Director in the development of the project.
- Strengthen JRS staff’s capacity on protection.
- Design, oversee the technical and operational support for the implementation of the protection activities monitor and evaluate outcomes
- Conduct field visits and regular surveys and/or exchange information with partners/stakeholders to assess progress and provide technical support, take appropriate action to resolve problems and inform the relevant officers for resolution.
- Develop draft communications and information materials for the country office’s program advocacy materials to promote awareness, build partnerships and alliances, and support fundraising for child protection.
- Research best practices in protection in humanitiarian contexts
- To coordinate with the various actors in Protection.
- Regular participation in Protection coordination meetings with UNHCR and other partners, Protection cluster and coordination meetings with the Ministry.
- Support field teams in the technical coordination work with the decentralized state departments.
- Ensure effective information exchange, technical support and advocacy in the context of Protection in Nigeria between JRS and other actors.
- Participate in the recruitment processes of Monitoring Officers and other important players in Protection activities.
Reporting
- Write and share monthly activity reports with the National Head of Program.
- Supports the National Head of Program in developing the requested reports.
- Report to JRS teams the agreements held in meetings with other child protection actors (UNHCR, other partners, etc).
Evaluation
- To help identify protection needs in the camps and new opportunities.
- To propose, develop and implement useful frameworks for evaluating indicators concerning the impact of our projects on protection.
Required Profile
Skills and Qualifications
- An MBA/MSc in Law, Political Sciences or related field with good knowledge of International Refugee and Human Rights Law
- Proven work experience of at least 2 years in the same position in a Humanitarian organization
- Work experience in community education and/or humanitarian service projects
- Perfect mastery of the English language (written and spoken) and good level of french. Proficiency in other local languages is an asset.
- Attitude and professional behaviour: ability to work as a team but also alone in the performance of duties, dynamism, honesty, sense of organization
- Mastery of the computer tool especially software: Word, Excel, Power point.
